Pay range is $76,000 to $91,000/year depending on the relevant years of experience.

We offer a competitive package of employee benefits for 30 to 40-hour week positions. You will receive a defined contribution amount of up to $15,433.08 per year (prorated for part-time employees working less than 40 hours per week) to purchase the benefits of your choice on a cafeteria plan basis. Any amount of this defined contribution not used towards your benefits will be paid to you as taxable earnings. We offer a retirement plan with a generous employer match starting at 4% after one year of employment.  Our paid time off is also more generous than many employers with vacation time accruing up to 25 days per year, 6 days of sick time per year and 12 paid holidays.

The benefits offered in our cafeteria plan are as follows: 

  • Medical benefits –Kaiser--ranging from $0 Deductible Plan with $15 Copay to $,3400 Deductible Plan with Health Savings Account. Sutter Health plans are also available from $0 Deductible Plan to $2,500 Deductible Plan.
  • Dental benefits –Guardian: 1 dental HMO and 2 PPOs
  • Vision benefits – 2 options from Guardian VSP: a standard vision plan and an enhanced vision plan

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  1. Support Compliance leadership in developing, implementing, and coordinating the Compliance Program to ensure high-quality mental health programs and services that align with the agency’s clinical framework, established practices and systems, contract requirements, and financial goals. *
  2. Contribute to the continuous development and implementation of compliance activities including: *
    1. Creating and conducting internal audits/chart reviews and other monitoring protocols. *
    2. Gathering up-to-date regulations and requirements. *
    3. Completing internal audits promptly and providing clear written feedback to program managers. *
    4. Conducting training and collaborating with managers and Quality Improvement (QI) leadership to develop coaching and correction plans addressing deficiencies identified in audits. *
    5. Improving internal audit protocols and practices, including utilizing AVATAR reports to collect pertinent data. *
    6. Supporting the Compliance Manager in developing corrective action plans for issues identified through risk assessments, audits, and investigations. *
    7. Establish effective governance framework to include regularly maintaining and updating audit mechanisms to achieve agency goals related to quality and compliance.
    8. Coordinate accurate and timely submission of data, including audit readiness and documentation standards for operations.
    9. Assist with designing and developing a compliance program to align with methodologies, audit approach and issue resolution processes.
    10. Assist with the development and tracking of Corrective Action Plans, ensuring integration with compliance risk and regulatory requirements and demonstrating measurable remediation.
    11. Maintain an integrated risk to action framework that links risk assessment results, audit findings, monitoring activities metrics, CAPs to support traceability, accountability and governance. 
    12. Create and foster a culture of compliance risk ownership.
    13. Provide onsite audit support for agency with regulatory and accreditation agencies, including during external audits/surveys.
    14. Providing onsite support for the Compliance Department as a liaison, including, but not limited to: answering Compliance tickets, Officer of the Day, and representing the departments at meetings throughout the agency.
    15. Creating and providing educational materials for training at the department and agency level; in some cases, providing the training to the relevant agency department or employee(s).
    16. Providing training and education for internal/external audits.
    17. Researching, creating, updating and maintaining Policies & Procedures for entire agency.
  3. Perform other duties as assigned by Compliance Manager and Chief Compliance Officer.

KNOWLEDGE, SKILL AND ABILITIES REQUIRED:  (E = Essential; D = Desired)

  1. Bachelor’s degree (E) in Legal Studies, Business Administration, Accounting, or Quality Management or Improvement; or a postgraduate professional degree Juris Doctor (JD). (D)
    1. Two or more years of full-time experience in a healthcare setting. (E)
    2. Two or more years of full-time experience in internal/external audit. (E)
  2. Proven intermediate proficiency with MS Office (Word, Excel, PowerPoint, Outlook), Windows-based databases, and basic internet navigation. (E) Familiarity with EHR systems like AVATAR. (D)
  3. Familiarity with documentation for residential treatment, including Crisis Residential, Crisis Stabilization, and Day Rehab. (D) Knowledge of CCL, DOR, SAMHSA and DHCS regulations. (D) Familiarity with CARF organizational structure. (D)
  4. Demonstrated ability to:
    1. Evaluate clinical documentation for compliance with regulations. (E)
    2. Train staff in response to regulatory, accreditation, and outcome requirements. (D)
    3. Organize workload and manage multiple tasks efficiently. (E)
    4. Communicate effectively in both verbal and written English. (E)
    5. Use tact, diplomacy, and sound judgment. (E)
    6. Work effectively with diverse populations, including varying value systems and cultural backgrounds. (E)
  5. Knowledge of:
    1. Standards of care, regulatory compliance, and risk management for mental health services. (D)
    2. Regulatory requirements for mental health services, including state and federal legislation. (D)
    3. Trends in decision tree analysis relating to regulatory framework and risk management for mental health services. (D)
  6. Special Requirements: Must pass a criminal records clearance, as required by Title XXII and licensing regulations. (E)
  7. Physical requirements:
    1. Frequent talking and hearing, standing, walking, sitting, pinching, and finger flexion. (E)
    2. Occasional lifting, carrying, pushing, pulling, bending, stooping, crouching, and kneeling. (E)
