Chief Administrator – Treatment Foster Care (TFC) Program – a Certified Clinical Social Worker

Position Summary

The Chief Administrator is responsible for the overall leadership, administration, clinical oversight, and regulatory compliance of the Treatment Foster Care (TFC) Program. The Chief Administrator ensures that all services are delivered in accordance with Maryland COMAR regulations, DHS/OLM requirements, agency policies, trauma-informed principles, and best clinical practices.

The Chief Administrator provides supervision and guidance to staff, foster parents, and clinical personnel while ensuring the safety, well-being, permanency, and positive outcomes of children and adolescents placed in the program.

This position requires a licensed Certified Clinical Social Worker (LCSW-C) with experience in child welfare, behavioral health, foster care, case management, and program administration.

 

Minimum Qualifications

  • Master’s Degree in Social Work from an accredited institution.
  • Current Maryland licensure as a Licensed Certified Social Worker–Clinical (LCSW-C).
  • Minimum of 3–5 years of experience in child welfare, foster care, behavioral health, or human services administration.
  • Experience supervising clinical and administrative staff.
  • Knowledge of Maryland COMAR regulations and DHS/OLM licensing requirements for Treatment Foster Care programs.
  • Strong leadership, organizational, communication, and crisis intervention skills.
  • Valid driver’s license and reliable transportation.
  • Ability to pass required criminal background checks, CPS clearance, and other required screenings.

 

Essential Duties and Responsibilities

Program Administration

  • Provide overall administrative and operational leadership for the Treatment Foster Care Program.
  • Ensure compliance with all federal, state, local, DHS, OLM, and COMAR regulations.
  • Develop, implement, and monitor agency policies, procedures, and quality improvement initiatives.
  • Maintain readiness for audits, licensing reviews, and inspections.
  • Ensure accurate documentation and recordkeeping practices.

Clinical Oversight

  • Provide clinical leadership and consultation regarding the emotional, behavioral, and mental health needs of youth served.
  • Review assessments, service plans, treatment plans, crisis interventions, and discharge planning.
  • Ensure trauma-informed and culturally competent services are provided.
  • Support permanency planning and family reunification efforts when appropriate.
  • Participate in multidisciplinary team meetings and case conferences.

Foster Parent Supervision and Support

  • Oversee recruitment, orientation, training, and retention of foster parents.
  • Ensure foster parents receive ongoing supervision, support, and required annual training.
  • Monitor foster homes for compliance with licensing and safety requirements.
  • Assist foster parents in managing behavioral and emotional challenges of youth.

Staff Supervision

  • Supervise clinical staff, social workers, case managers, and support personnel.
  • Conduct regular staff meetings, performance evaluations, and professional development activities.
  • Ensure staff maintain required credentials and training compliance.

Case Management and Coordination

  • Coordinate services with schools, healthcare providers, DSS, courts, behavioral health providers, and community agencies.
  • Ensure timely completion of assessments, progress notes, incident reports, and required documentation.
  • Monitor client progress and ensure appropriate interventions are implemented.

Crisis Management

  • Respond to emergencies, critical incidents, and placement disruptions.
  • Ensure incident reporting procedures are followed according to agency and state regulations.
  • Provide guidance and support during behavioral crises and emergency situations.

Quality Assurance and Compliance

  • Oversee continuous quality improvement activities.
  • Monitor program outcomes and implement corrective action plans when needed.
  • Ensure confidentiality and HIPAA compliance are maintained at all times.

 

Required Skills and Competencies

  • Strong knowledge of child and adolescent behavioral health.

  • Ability to work collaboratively with multidisciplinary teams.
  • Strong organizational and time management skills.
  • Proficiency with electronic health records and documentation systems.

 

Physical Requirements

  • Ability to travel locally for home visits, meetings, and site inspections.
  • Ability to respond to emergency situations as needed.
  • Ability to sit, stand, and work on a computer for extended periods.

 

Preferred Qualifications

  • Previous experience in Treatment Foster Care administration.
  • Experience with CARF, Joint Commission, or other accreditation standards.
  • Training in trauma-informed care, CPR/First Aid, and crisis intervention.
