This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position will be based out of the Brainerd, MN central office campus.

The Supervisor of the Health Care Consumer Support (HCCS) Education and Training Team exists to lead a statewide center of excellence in MHCP learning and development designing, delivering, implementing, and maintaining comprehensive training on MHCP systems, eligibility and enrollment policies and procedures for HCCS, tribal, DHS, county, community-based, and other partner staff. In this role, the Supervisor manages and mentors instructional designers and subject-matter experts; oversees the creation and upkeep of internal manuals; directs project teams on system-related initiatives; and partners with division and agency leadership to establish education standards, align training strategies with organizational goals, and ensure all end-user needs across diverse programs and technologies are anticipated, met, and continuously improved.

Minimum Qualifications

Two (2) years professional experience OR Four (4) years advanced technical/paraprofessional experience administering, assisting, enrolling, and/or servicing Minnesota Health Care Programs.

AND

Experience must demonstrate the following:

  • Planning and delivering high quality instruction that is accessible and suited to adult learners
  • Experience interpreting and applying state statute and federal regulations governing Medicaid, MinnesotaCare, MNsure or Qualified Health Plans and policies, application processes, eligibility criteria and enrollment operations
  • Understanding and knowledge of Health Care legislation including Medicaid, MinnesotaCare and Qualified Health Plans
  • Experience in facilitation and collaboration skills to work effectively with a diverse audience
  • Experience managing projects, including system-related initiatives, with the ability to coordinate across multiple teams and stakeholders

Preferred Qualifications

  • Knowledge of Minnesota Eligibility Technology System (METS), Medicaid Management Information System (MMIS), and MAXIS.
  • Extensive experience developing and delivering training in health care programs, Medicaid/MinnesotaCare, or other public programs.
  • Supervisory or lead experience
  • Technology and equipment such as SharePoint, Microsoft office products, WebEx, and other software to use the appropriate technology or equipment to communicate, track, record, or obtain pertinent information.
  • Project, process improvement, and implementation methodologies and tools
  • Strong analytical and problem-solving skills with a commitment to continuous improvement in training strategies and end-user support
  • Strong interpersonal and relationship building skills.
  • Experience handling multiple priorities in an efficient and effective manner
  • Strong written and verbal communication skills with a demonstrated ability to communicate complex concepts clearly and concisely.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
