This position will oversee services delivered primarily in Duluth and Hibbing/Virginia, but also in Cloquet and Grand Rapids and Two Harbors.

This position provides critical expertise for Minnesota Family Investment Program (MFIP), Diversionary Work Program (DWP) and Supplemental Nutrition Assistance Program (SNAP) programs and Wagner Peyser Career Services for the CareerForce locations in Duluth and the Iron Range. Additionally, this position will represent the Wagner Peyser Act on two local workforce development boards and work with the directors of both areas. This position will hire, transfer, and assign work to staff; write position descriptions, approve leave requests, process payroll transactions, conduct performance appraisals; and reward, discipline, suspend, discharge, direct and adjust grievances for staff.

This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications

Three (3) years* of experience working with employment and training programs/workforce development.

  • Bachelor’s degree in Human Resources, Organizational Development, Business administration or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Ability to plan, organize, assign, direct, and evaluate the work of subordinate staff.
  • Ability to lead, coach, train, and develop staff.
  • Knowledge of federal and state laws and regulations related to workforce programs, budgeting, purchasing, and administrative policies.
  • Knowledge of cost control, financial reporting, and budget forecasting within public-sector or large organizational environments.
  • Ability to communicate effectively with customers and stakeholders.
  • Ability to use Microsoft Office, online platforms, and virtual tools (Teams, Webex, etc.) to support service delivery.

Preferred Qualifications

  • Knowledge and understanding of Wagner-Peyser program, Foreign Labor Certification, Workforce Innovation and Opportunity Act programs, Migrant and Seasonal Farm Worker Services.
  • Experience collaborating with Workforce Development Boards, community partners, and multi-agency workgroups.
  • Experience developing program reports, procedures, rules, training materials, or policy guidance.
  • Experience negotiating cost allocation, infrastructure funding agreements, or regional resource sharing.
