About the Paid Leave Division:

Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.

We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program.

Position Purpose:

The Grant Payments Officer exists to process grant payment requests, cash advance requests, financial statement reports and manage federal cash drawdown accounts.

Under limited supervision/procedural control, this position provides responsible and mid-level financial management and accounting work for our moderate size department of approximately 1700 employees and over fifty (50) locations, some of which are in Greater Minnesota, in collaboration with the Director of the Office of Grant and Contract Management (OCGM). This position will assist the team lead with the advanced grants payment team in their many day-to-day duties such as grant invoice payments, federal fund drawdowns, overseeing grant cash advances, and resolving complex grant invoice payments and/or drawdowns.

While this position is part of DEED’s Administrative and Financial Services division (AFS), it will be primarily focused on supporting the implementation of the new Paid Leave division.

Key responsibilities include:

  • Review, approve and process grant payments so that they are made timely, accurately and per state and federal (when applicable) laws and regulations.
  • Monitor and maintain sufficient cash in accounts to accommodate spending patterns of various program activities and to stay within federal and state regulations regarding excess cash on hand.
  • Work with staff in AFS and Paid Leave to support the development and implementation of the new Small Employer Assistance Grants program.

This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

This is a temporary unclassified appointment (TUNC) anticipated to last up to one (1) year.

Minimum Qualifications

Two (2) years* of experience providing administrative support duties for financial records, such as inputting and accessing data into accounting systems, approving and preparing invoices, or processing expenses.

  • Associate’s degree in accounting, finance, or other closely related field as determined by the agency may substitute six (6) months of experience; bachelor's degree substitutes for one (1) year of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Experience in reviewing and processing grant payment transactions.
  • Experience in reviewing and processing invoices.

Preferred Qualifications

  • Associate’s degree or advanced in accounting, finance, or other closely related field as determined by the agency.
  • Experience with processing cash advance payments to grantees.
  • Experience managing federal cash drawdown accounts.
  • Experience entering payment vouchers into the Statewide Integrated Financial Tools (SWIFT) system.
  • Ability to work in a start-up environment where roles will evolve over time based on the needs of the organization.
  • Experience working for local, county, or state government.
