The Business Operations Manager will lead, direct, and manage the business operations of the Facilities Management Division, providing quality leadership and managerial oversight. The incumbent willlead the design, development, and implementation of section goals, strategic operational plans, performance standards, and applicable policies and procedures. This also includes preparing and administering the division’s annual budget from multiple dedicated and non-dedicated funding sources.
The Division has 270 team members an annual operating budget of $100M, and operates and maintains 23 state buildings, 21 parking facilities and the140 acre Capitol Complex. The Business Operations Manager will act on behalf of the Division Director when necessary. This position directly supervises 5 positions and indirectly supervises 23 positions.

Minimum Qualifications
Qualified Candidates Must Have a Minimum Of Three (3) Years' Experience Managing a Financial Team Including Budget Forecasting, Analysis, And Monitoring. Bachelor's Degree Or Higher In Business Or Closely Related Field May Substitute For One (1) Year Of Experience. An Associate’s Degree May Substitute For Six (6) Months Of Experience. This Experience Must Demonstrate Working Knowledge In The Following Areas

- Administrative management to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances.
- Budget forecasting, development, analysis, and monitoring.
- Public procurement and/or administration of contracts, grants, leases, and similar agreements.
- Legislative process and public policy development experience.
- Leadership experience and capabilities to create and implement an organizational vision, achieving results consistent with customer and stakeholder expectations.
- Strong communication skills, including the ability to communicate effectively in the presentation of ideas, policies, and complex programs and to write in a clear, concise, and accurate manner to a wide range of audiences.
- Experience in state government and public administration.
- Five or more years of experience managing a business or operation including business planning and development, finance, human resources, and service delivery.
- Knowledge of construction project management, engineering, and energy conservation/building sustainability
- Familiarity with facilities planning and transactions including leasing, acquisition, disposition, and easements.
- Problem solving abilities sufficient to identify, analyze, and resolve a broad range of complex problems.
- Bachelor's degree or higher in finance, or closely related degree.
