Reports To: Executive Director of Human Resources

Employment Type: Full-Time

Compensation: Exempt-Salaried; Range starts at $52,000 annual salary

Location: HQ - Alliance, TX  

Position Summary

The Human Resources Generalist is a sole practitioner role responsible for managing the full scope of human resources functions across a growing, multi-state outpatient behavioral healthcare organization. While this position carries a heavy emphasis on full-cycle recruiting, with a primary focus on Advanced Practice Providers (APPs), Therapists, and Administrative staff, it also serves as the operational backbone of the HR department, touching every facet of the employee lifecycle. This role requires someone who is equally comfortable sourcing clinical talent and handling the day-to-day administrative, compliance, and employee relations responsibilities that keep a growing HR function running smoothly. As a department of one, with support from a Fractional HR Executive, this individual must be highly self-directed, resourceful, and capable of prioritizing across a broad and dynamic workload.

Key Responsibilities

Recruitment & Talent Acquisition (Primary Focus)

  • Manage end-to-end recruitment for all open positions across multiple states, including advanced practice providers (PMHNPs), licensed therapists (LCSWs, LPCs, LMFTs), associate clinicians (LPC-As, LMFT-As) and administrative/support staff
  • Partner with hiring managers to establish ideal candidate profiles and set realistic hiring timelines
  • Source candidates through job boards (Indeed, LinkedIn, etc.), professional associations, school partnerships, and referral networks
  • Screen resumes, conduct phone screens, and coordinate structured interview processes with clinical and operational leadership
  • Manage candidate communications throughout the process, ensuring a positive and professional experience from first contact through offer
  • Extend verbal and written offers; negotiate compensation within approved pay bands
  • Track all open requisitions, candidate pipelines, and hiring metrics in the applicant tracking system (ATS)
  • Develop and maintain provider-specific sourcing strategies to build a robust pipeline of licensed clinical talent

Onboarding & New Hire Administration

  • Serve as the central point of contact for new hire onboarding logistics, ensuring all pre-employment steps are initiated promptly upon offer acceptance
  • Assign onboarding tasks to new hires and relevant internal stakeholders (IT, credentialing, clinical supervisors, billing)
  • Monitor task completion and proactively follow up with new hires and department leads to address outstanding items prior to the start date
  • Coordinate licensure verification, background checks, and credentialing documents for licensed clinical staff
  • Ensure all required state-specific employment documentation is collected and properly filed in compliance with multi-state regulations
  • Facilitate new hire orientation scheduling and ensure completion of required training modules, compliance courses, and policy acknowledgments
  • Serve as a resource for new employees during their first 30-90 days, answering HR-related questions and connecting them with the right contacts
  • Continuously evaluate and improve onboarding workflows to reduce time-to-productivity and improve new hire satisfaction

HRIS Administration & Paycom Management

  • Serve as the primary Paycom administrator, maintaining accurate and up-to-date employee records across all modules
  • Process employee changes in Paycom including new hires, terminations, status changes, pay adjustments, title changes, and department transfers
  • Run standard and ad hoc HR reports from Paycom to support workforce planning, compliance, and leadership decision-making
  • Process payroll and ensure timely and accurate processing of employment changes and maintain clean data hygiene across all Paycom records
  • Leverage Paycom tools (LMS, performance management, surveys, document management) to support HR program delivery and documentation

Employee Relations & HR Support

  • Serve as the first point of contact for employee questions related to HR policies, benefits, leave, and general employment matters
  • Support managers and employees through routine employee relations matters, providing guidance consistent with company policy and applicable employment law
  • Assist in documenting and resolving workplace concerns; escalate complex or sensitive issues to HR leadership as appropriate
  • Help maintain an equitable, respectful, and compliant work environment across all locations and remote employees

Benefits Administration

  • Assist employees with benefits enrollment, changes, and questions; coordinate with benefits brokers and carriers to resolve issues
  • Manage benefits-related administrative tasks in Paycom including open enrollment setup, life event changes, and COBRA notifications
  • Track and administer leave of absence requests (FMLA, state leave, personal leave) in compliance with applicable federal and state regulations
  • Support annual open enrollment planning and communication efforts

Compliance & Policy Administration

  • Ensure HR practices, documentation, and recordkeeping comply with federal and multi-state employment laws (FMLA, ADA, FLSA, state-specific leave laws, etc.)
  • Maintain and update employee handbooks, HR policies, and standard operating procedures as needed
  • Track and support license and certification renewals for clinical staff across all operating states
  • Prepare and maintain required HR-related documentation including offer letters, employment agreements, performance improvement plans, and separation paperwork
  • Support audit readiness by ensuring personnel files and HR records are complete, accurate, and properly maintained in Paycom

HR Projects & Continuous Improvement

  • Assist with the development and rollout of HR programs, initiatives, and process improvements as the organization scales
  • Identify opportunities to better leverage Paycom functionality to automate or streamline HR administrative tasks
  • Contribute to workforce planning, compensation benchmarking, and organizational development efforts
  • Support leadership with special HR projects, reporting, and analysis as needed
Qualifications:

Required Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a related field (or equivalent combination of education and experience)
  • 3 years of broad HR generalist experience, including demonstrated ownership of full-cycle recruiting
  • Experience recruiting licensed clinical providers (therapists, NPs, PAs, psychiatrists, or similar) strongly preferred
  • Proven ability to manage a broad range of HR functions with minimal oversight in a fast-paced, high-growth environment
  • Working knowledge of federal and multi-state employment law and HR compliance requirements
  • Proficiency with HRIS platforms, with Paycom experience strongly preferred
  • Strong organizational skills and the ability to manage competing priorities across recruitment, administrative, and employee relations tasks simultaneously
  • Excellent written and verbal communication skills; professional, empathetic, and responsive in all interactions
  • High level of discretion and sound judgment when handling sensitive employee information
  • Comfortable operating as a department of one: self-directed, resourceful, and solutions-oriented

Preferred Qualifications

  • Experience in outpatient behavioral health, mental health, substance use disorder, or multi-site healthcare settings
  • Hands-on experience with Paycom across multiple modules (Recruiting, Onboarding, HRIS, Benefits, LMS, Performance Management)
  • Familiarity with provider credentialing processes and multi-state clinical licensure requirements
  • PHR, SHRM-CP, or other HR certification
  • Experience administering benefits and leaves of absence across multiple states
  • Knowledge of state-specific employment regulations in markets where the company operates
