Miami-Dade County is seeking a strategic, innovative, and pioneering leader for the Director, Communications and Information Technology Department (CITD) position, to advance the County’s mission by unifying enterprise technology services with public engagement, digital communications, and marketing which promote the County’s vast programs and services. The CITD Director provides strategic and operational leadership to manage enterprise infrastructure, including networks, data centers, cybersecurity, and telephony; and to deliver Countywide application support and emerging technologies that enhance digital service delivery, while also guiding countywide communications, public-facing digital platforms, and engagement strategies. CITD is comprised of 1,130 employees with a proposed operating budget for FY2025-2026 of approximately $305M, and a capital budget of approximately $394M.

The ideal candidate will have demonstrated executive leadership experience, take a visionary and strategic approach to problem solving, and use data and insights to plan for and embrace future technology and communication needs, while driving innovation. The CITD Director will champion the use of data-driven insights, inclusive communication strategies, and user-centered design to build public trust, drive participation in County programs, and enhance operational effectiveness. The director will lead a team responsible for directing and coordinating complex IT initiatives, including infrastructure and application modernization, cybersecurity, and enterprise system integration, advancing innovative user experience design, and engagement strategies that build trust and improve service delivery. Proven experience integrating business intelligence, data analytics, and customer feedback to support informed decision-making and guide modernization efforts is essential.

Miami-Dade County is internationally recognized for its achievement in implementing a results-oriented government culture. The County’s Strategic Business Plans are developed with significant input from the community in setting priorities. The Director is a member of the Mayor’s Departmental leadership team and reports to the Chief Administrative Officer within the Office of the Mayor. It requires the ability to present to the Board of County Commissioners (BCC) and respond to public inquiries and request for information, as well as support from the Mayor, BCC, media and the public at large.

The ideal candidate must have:

Proven track record of leading cross-functional teams in delivering enterprise-wide IT solutions and/or communication strategies;

Experience in managing technology modernization, digital transformation, or similar large-scale initiatives, and/or leading change communications in complex organizations;

Ability to evaluate and integrate emerging technologies, such as Artificial Intelligence (AI); monitors industry trends to drive digital transformation, improve efficiency, and deliver assessable value via a positive customer experience.

Ability to oversee high-impact public-facing technology initiatives in service to the multiple departments within Miami-Dade County, and the Constitutional Offices;

Knowledge and experience with the implementation of Oracle’s Enterprise Resource Planning system, Microsoft’s suite of cloud-based services; managing and negotiating service contracts for hardware and software acquisition, implementation, and maintenance services; and designing a cohesive data management ecosystem that allows for easy access and utilization of information for decision-making is essential;

Ability to lead an integrated communication and marketing program that includes 3-1-1, Customer Relationship Management and Miami-Dade TV in a manner that ensures close coordination and collaboration with all key stakeholders, including supporting county departments in the development of a unified communications and marketing strategy across the organization;

Demonstrated experience and strong leadership skills in managing crisis and emergency communication, public information management, media and community relations;

Experience in developing, evaluating, and ensuring compliance with enterprise-wide technology policies, standards, best practices, as well as state and federal regulatory matters;

Experience leading professional teams with a solution-oriented approach to problem solving, a true commitment to public service, and an ability to effectively engage a wide range of audiences;

Experience in identifying opportunities to optimize IT spending and drive cost-saving initiatives/programs without compromising service quality or business objectives;

Ability to manage a multi-million-dollar budget and workforce with knowledge of government procurement processes and protocols

Minimum Qualifications

Bachelor's degree. A minimum of eight years of progressively responsible managerial experience to include project management, implementation of large-scale projects, strategic planning, fiscal, contract administration and/or procurement experience is required.

Master’s degree is preferred. Experience integrating business intelligence, data analytics, and customer feedback to support modernization efforts is highly desired.
