Responsibilities

The Personnel Testing, Selection and Classification Unit of the People Department is responsible

for conducting job analyses, developing, administering and rating pre-employment examinations

and assessments for various civil service and non-civil service positions. The unit is charged with

making determinations regarding the eligibility of candidates for employment by evaluating their

education and experience and determining if they meet the minimum qualification requirements

for employment. The unit also maintains a job classification system and performs such functions

as the creation of new job titles.

Job Tasks Include

  • Conducting interviews in order to select job candidates with appropriate qualifications
  • Coordinating with Talent Acquisition and various other departments to organize open

houses for hard-to-fill positions

  • Reviewing resumes to determine if candidates meet the qualification requirements for

various positions

  • Developing interview rating guides for various technical positions with input from the

department Subject Matter Experts

  • Utilizing Excel spreadsheets to track candidate details from application to pre-employment

processing

  • Conducting job analyses to determine the knowledge, skills, abilities and minimum

qualification requirements for various positions

  • Performing statistical analyses on various sets of data
  • Writing job analysis reports and developing detailed job specification documents
  • Developing various types of selection and promotion examinations (cognitive ability,

technical, knowledge, supervisory ability, etc.) using a variety of formats (multiple-choice,

short answer, practical skills, oral, narrative, etc.)

  • Writing, reviewing and editing examination questions, content and rating guides while

ensuring that examination content is appropriate, correctly sourced and free of errors or

omissions

  • Creating graphics for examinations using software applications such as Microsoft Visio and

Adobe Photoshop

  • Evaluating the validity of examination questions and content
  • Planning and directing the administration of examinations and assessments in the office,

at practical test sites, schools, work sites or other assigned locations

  • Reviewing protests of rating keys and appeals of ratings from candidates and making

recommendations regarding their disposition

  • Making determinations regarding eligibility of candidates for employment by evaluating

their education and experience

  • Testifying as an expert witness in legal proceedings involving examinations
  • Providing job-related training to new hires, subject matter experts, colleagues and interns
  • Developing and revising job classification documents
  • Performing audits in regard to employee claims that they are not performing duties that are

  • Completing other projects as assigned

The selected candidate(s) will be required to work approximately 1-2 weekend days per month

to administer examinations and assessments (additional time off or overtime pay will be given

in accordance with MTA policy or the collective bargaining agreement).

The selected candidate(s) must be able to perform job analyses interviews and observations

in operating and maintenance environments and in close proximity to moving buses and trains

(on live tracks).

The majority of the work is performed during normal business hours. However, the selected

candidate(s) will be required to adjust their work hours for certain projects (job analyses, test

administrations) in accordance with the needs of the assignment. As such, the employee may

be required to perform work beginning at 7:00 AM on certain days and on rare occasion,

perform work during the early morning, late evening or night hours. These schedule

adjustments do not qualify as “overtime”.

Employees are expected to work additional hours before or after their regular work hours to

complete critical assignments as needed (additional time off or overtime pay will be given in

accordance with MTA policy or the collective bargaining agreement).

  • Graduate level coursework in the field of Industrial and Organizational Psychology
  • Strong interest in the field of Tests and Measurement

  • Ability to present research in a cohesive manner
  • Ability to interact with employees and candidates from diverse backgrounds and in diverse

fields of employment including the skilled trades

  • Proficiency in MS Word and Excel including the ability to create macros in Excel
  • Patience, maturity and a well-developed business acumen

The level of work and scope of responsibility will be in accordance with the assigned title of the

selected candidate(s). All new hires will receive training on how to perform the job tasks.

Transit Management Analyst Trainee - Under close supervision, is trained in and performs entry

level work for the purpose of acquiring knowledge, skill, and competence in performing the above

job tasks.

Tests and Measurement Specialist (I, II) and Assistant Transit Management Analyst (I, II) - Under

direct supervision, with little latitude for independent action, assists in and performs the above job

tasks.

Tests and Measurement Specialist (III) and Associate Transit Management Analyst - Under

general supervision, with considerable latitude for independent action performs the above job

tasks.

Education And Experience Requirements

The selected candidate(s) must meet one of the education and experience requirements below by the last day of the filing period.

Transit Management Analyst Trainee

  • A baccalaureate degree from an accredited college or university.

Assistant Transit Management Analyst

  • A master's degree from an accredited college or university in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, or
  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience working in budget administration, accounting, economic or financial administration, engineering, in management or methods of analysis, operations research, organization research or program evaluation, personnel or public administration, staff development, employment program planning or administration, security management; or general administration.

Associate Transit Management Analyst

  • A master's degree from an accredited college or university in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, and one year of full‐time satisfactory professional experience working in budget administration, accounting, economic or financial administration, engineering, in management or methods analysis, operations research, organizational research or program evaluation, personnel or public administration, staff development, employment program planning or administration, security management; or general administration; or
  • A baccalaureate degree from an accredited college or university; and three years of full-time satisfactory experience as described in "1" above.

Test and Measurement Specialist (OA/TA)

A master's degree in psychology or a related field from an accredited college or university including or supplemented by at least 12 semester credits in any combination of two or more of the following course areas: tests and measurement, statistics, research, personnel psychology and computers;

or

Completion of at least 45 semester credits towards a master's degree in psychology or a related field from an accredited college or university including or supplemented by at least 12 specialized credits as described for this title above; or

A baccalaureate degree in psychology or a related field from an accredited college or university including or supplemented by at least 12 specialized credits as described for this title above, and two years of satisfactory full-time professional experience in the development of personnel selection tests.
