As we are bidding to support the Department of Veterans Affairs (VA), Metrics is seeking a Leasing/Real Estate & Specialized Contract Specialist to provide acquisition and real-property support to the U.S. Department of Veterans Affairs. This position will provide Acquisition Support Services, delivering cradle-to-grave leasing and specialized contract administration in accordance with the FAR, VAAR, GSAM, and public-law requirements.The specialist will develop, evaluate, and manage federal leases, space-sharing agreements, inter-agency arrangements, and other specialized contracts that facilitate efficient VA operations nationwide.Primary ResponsibilitiesDraft, review, and negotiate lease solicitations, contracts, and modifications in compliance with FAR Part 36, 41, and 15, VAAR, and GSAM.Support VA Contracting Officers in developing solicitation packages, conducting market research, and evaluating proposals for real-property and space-sharing requirements.Coordinate with VA facility and engineering staff to validate requirements, square-footage needs, and compliance with safety and accessibility standards.Prepare price analyses, lease-rate justifications, and determinations of fair and reasonable pricing.Maintain contract documentation in eCMS, SharePoint, and other VA systems.Manage post-award activities including modifications, renewals, terminations, and closeouts.Ensure that all lease actions comply with Federal Property and Administrative Services Act, OMB Circular A-11, and relevant VA directives.Advise the CO and COR on legal, financial, and performance issues affecting space acquisition and use.Monitor contractor and lessor performance and document compliance with contractual requirements.Provide mentorship and subject-matter guidance to junior acquisition personnel as needed. Minimum QualificationsBachelor’s degree in any field or 24 semester hours in a combination of the following: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management.Five (5) or more years of recent experience (within the last seven) in developing real-property or lease contracts for federal agencies or equivalent state or commercial entities.Demonstrated knowledge of FAR, VAAR, GSAM, and public-law leasing requirements.Proven experience drafting solicitations and modifications for leases or space agreements.Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint), SharePoint, and Adobe Acrobat.Ability to interpret federal acquisition policy and develop sound contractual documents.Strong written and verbal communication skills; able to interface effectively with government and industry stakeholders.Preferred QualificationsFAC-C (Professional) or DAWIA Level III in Contracting, or commercial training equivalent.Prior experience supporting GSA Public Buildings Service, U.S. Army Corps of Engineers Real Estate Division, or VA leasing programs.Working knowledge of eCMS, SAM.gov, and FPDS-NG.Certified Contracting Officer’s Representative (COR) Level II or III a plus.Company DescriptionProviding quality government consulting in today's resource constrained environment, Metrics LLC balances proven best practices with innovative approaches.
