The Sourcing Portfolio Manager serves as the primary interface between business customers and Procurement, ensuring a high-quality customer experience while delivering strategic sourcing solutions that support operational reliability, financial performance, and long-term business objectives. The Portfolio Manager is accountable for developing and executing sourcing strategies, aligning procurement activities with business priorities, overseeing category performance, and leading strategic sourcing events from opportunity identification through contract execution. Through strong stakeholder engagement and demand planning, the Portfolio Manager ensures sourcing decisions balance cost, quality, schedule, supplier capability, and risk while delivering value to customers.

This Manager leads a team of Category Leaders who, together with the Portfolio Manager, comprise the strategic sourcing organization for Power Generation. This team is responsible for achieving operational and financial goals through cost savings, value creation, supplier base optimization, and continuous process improvement. The role provides leadership for Supplier Relationship and Performance Management (SRPM) across Power Generation, driving supplier accountability, strengthening strategic partnerships, and proactively mitigating supply chain risks. By leveraging market intelligence, analytics, and collaboration across the organization, the Portfolio Manager identifies efficiencies, enhances contracting outcomes, improves supplier performance, and advances a resilient, cost-effective supply chain that supports the safe and reliable generation of electricity

WHAT YOU WILL BE DOING

• Serves as the primary interface between Power Generation and Procurement for sourcing activities
• Interfaces with customers to develop and refine near-term and long-term sourcing strategic and tactical plans
• Develops strategic portfolio and category plans to generate cost savings, deliver service excellence, optimize diversity spending, and total cost of ownership for key lines of business.
• Ensures the overall governance of the contract approval process from contract creation through contract award.
• Oversees contract spend across multiple spend categories
• Develops short- and long-term strategies for all spend categories within portfolio
• Leads complex cross-functional teams in the execution of strategic sourcing initiatives
• Manages spend analysis, needs assessment, benchmarking and business case development
• Leads development and execution of negotiation strategies
• Monitors and maximizes customer satisfaction using standardized client service level agreements
• Manages supplier relationships and performance management, including continuous improvement-based relationships that deliver mutually beneficial results for PG&E and its suppliers
• Establishes service level agreements to hold suppliers accountable for performance
• Approves purchase orders and contracts from $500,000 to $10 million
• Directly supervises Category Leaders.

WHAT IS NEEDED FOR THIS ROLE

• Bachelor’s degree or equivalent experience required (one year of experience for every one year of college)
• 8 years of total sourcing or related industry experience; some positions may require technical/category experience
• Strategic sourcing experience is required with a proven track record of developing and executing category strategies
• Industry experience must include one or more of the following: Construction Services, Equipment, or Direct Materials sourcing.
• Previous people leadership experience managing sourcing professionals or Category Leaders is a must.
• Strong executive presence with the ability to influence senior leaders, prepare executive briefings, and present sourcing strategies to decision-makers.
• Strategic mindset capable of developing sourcing strategies and aligning procurement initiatives with business objectives.

Desired:

• MBA or equivalent advanced degree
• Six Sigma, CPSM, or other related certification
• Project Management experience, Utility industry experience
• Ability to lead cross-functional teams is required
• Ability to identify and resolve problems and implementation barriers is required
• Demonstrated leadership and management skills are required
• SAP/SRM proficiency desired
