    Job Title: Outreach Specialist (Migrant Education Program Title 1-C)
    Pay Program: Support Staff Hourly, Non-Exempt
    Pay Range: Range 8 $19.39 - $21.64
    Work Year: Year-Round 260 Days / 8 Hours
    Reports to: Director of Migrant Education Program (Title 1-C)
    Direct Reports: This position has no supervisory responsibilities.
    Summary
    Operating under the general supervision of the Director, the Specialist is part of a team serving the West Central Region as defined by the Colorado Department of Education’s Title 1-C Migrant Education Program (MEP). The team serves 30 school districts spread over a significant portion of the state to identify and serve all eligible children, youth, and families. This role requires traveling across rural and mountain terrain throughout all seasons for outreach and service delivery purposes. English and Spanish interpersonal communication skills are essential to provide and promote opportunities through identifying, interviewing, and enrolling families and students. This role provides outreach at schools and community events that involve potential families and at agricultural, fishing, and forestry work sites to identify potential workers whose occupation may be eligible for services. This role requires canvassing, phone calls, home visits, school visits, transporting families utilizing a District Vehicle/small activity bus, and use of a business cell phone.

    Job Responsibility Description

    • Family Identification and Outreach
      • Identify eligible and potentially eligible families and students in alignment with the Colorado Department of Education’s (CDE’s) Migrant Education Program (Title 1-C) guidelines.
      • Build and maintain partnerships with local employers, schools, and community organizations to support outreach efforts.
      • Serve as the primary point of contact for participating students and families, assisting with educational needs and questions.


    • Family Engagement and Support
      • Support parent/guardian involvement by promoting the importance of education and student success.
      • Help families access academic services, summer school opportunities, extracurricular activities, and district programs.
      • Maintain a regular presence in school to support student and family needs.
      • Conduct home visits to build trust, support problem-solving, and help families navigate cultural, language, and systemic barriers and access services.
      • Transport and chaperone students, out of school youth, and families to events and other activities.
      • Provide bilingual support (Spanish/English) to help families navigate services, programs, and educational opportunities.


    • Documentation and Compliance
      • Maintain accurate service records, case notes, and documentation to ensure compliance with federal, state, and local requirements.
      • Conduct and document initial interviews for program enrollment and submit information into the State Education Agency (SEA) database.
      • Track and manage contact logs, activity records, mileage/travel logs, and demographic/case-specific data.
      • Issue and maintain National Certificates of Eligibility (COEs) in accordance with program standards.
      • Regularly update student and family case files while ensuring data integrity and confidentiality.
      • Track and analyze program effectiveness through data collection, observation, and outcome measurement.


    • Program Advocacy and Communication
      • Promote the Migrant Education Program within the district and the community.
      • Collaborate with district staff to support outreach and enrollment.
      • Communicate with stakeholders in Spanish and English across oral, digital, and electronic platforms.
      • Attend interagency and department meetings to stay informed on program policies and updates.
      • Participate in the Parent Advisory Council (PAC) activities to strengthen family engagement and support program outcomes.


    • Other Duties
      • Additional tasks, duties, and responsibilities may be assigned as needed/requested.



    Education and Experience
    Acceptable demonstration of acceptable education and/or experience will be at the sole discretion of the District.
    • High school diploma or equivalent required
    • Minimum age requirement is 21
    • Bilingual oral and written skills, English/Spanish, are required
    • Minimum one year’s experience in social work, advocacy, communication, and/or other related field required
    • Associates degree in related field or prior school district experience preferred

    Licenses, Registrations or Certifications
    • Criminal background check required for hire
    • Valid Colorado driver’s license
    • Obtain and maintain the District’s Small Vehicle Permit within 60 days of hire
    • Submit a current Motor Vehicle Record (MVR) and meet the Colorado School Districts Self Insurance Pool (CSDSIP) insurability standards at the time of hire and throughout employment
    • Access to and use of a reliable personal vehicle is required when a district vehicle is unavailable
    • Successful mastery of Certificate of Eligibility (COE) completions and submission within 60 days of hire (training will be provided)

    Availability
    This position requires occasional work outside of regular hours, including evenings and weekends, to support outreach, recruitment, and community engagement activities. The employee is expected to maintain a flexible work schedule, adjusting hours within a Sunday–Saturday workweek based on program needs and events.

    Knowledge, Skills and Abilities
    • Ability to frequently travel among district facilities and into the community
    • Excellent verbal and written communication skills in both English and Spanish
    • Familiarity with CDE’s Migrant Education Program and related eligibility criteria
    • Ability to be adaptable and flexible with collaborative critical thinking and problem-solving capabilities
    • Clear and effective written and verbal communication skills
    • Strong customer service skills, with the ability to provide support in a professional and approachable manner

    • Ability to manage multiple priorities and frequent interruptions in a timely manner
    • Operating knowledge of and experience with personal computers and peripherals, Microsoft Office Suite, as well as typical office equipment such as telephones, copiers, fax machine, email, etc.
    • Operating knowledge of and experience with office software such as Google Suite, and Office word processing, spreadsheets, Smartsheet, and email
    • Operating knowledge of student tracking and assessments database software programs required within 30 days of hire
