ROAD AND BRIDGE DIRECTOR

Supervises the day-to-day operations of the Mesa County Road and Bridge Department, conducts performance evaluations of first line managers, and assists subordinates in filling vacant positions as necessary. Oversees more than 50 employees effectively and in a manner that is conducive to good morale and good working relations. Is directly responsible for the operation, presentation, and public interaction of all of the employees within the division. Employee should clearly communicate to the employees of the department the objectives and goals of the department by dissemination of information throughout the workforce.

This class consists of staff level professional and administrative work supervising the operations of Mesa County's Public Works road operations. Performs professional and supervisory duties relating to the planning, directing, organizing, implementing, and coordinating all programs and activities associated with road maintenance operations. Responsibilities include budgeting of HUTF funds and input into capital projects.

Essential Job Functions

The employee is responsible for planning, developing, and implementing the programs and projects of the Road and Bridge operations and more than 50 employees. Establishes goals and objectives for the department. Responsible for making changes in organizational structure, methods, and procedures for the department. Participates in the development and implementation of departmental policies and procedures. Coordinates and balances activities of the division with those of other County divisions or departments, governmental agencies, or community organizations. Maintains awareness of federal, state, and local laws, rules and regulations pertaining to Road & Bridge operations. Assigns work to subordinate supervisors who, in turn, direct the work of their units. Issues oral and written guidelines and approves procedures developed by subordinate supervisors. Reviews work completed by department units to determine effectiveness in meeting goals and objectives of the department. Implements change and develops or assists in development of new projects or activities. Prepares a variety of reports and projects as requested by the Public Works Director.

Is typically available 24/7 via cell phone for emergency response. Is the person ultimately responsible for the largest most valuable piece of the county infrastructure, the road network. Acts as the Public Information Officer to the media and public for the department while working with the County PIO to disseminate information. Responsibly represents Mesa County in a professional manner to the general public and media on a daily basis and in Emergency Situations while under stressful conditions.

Hires, assigns, schedules, evaluates and directs work of subordinates; mentors and trains subordinates to render effective service to the department. Determines training needs for subordinate supervisors. Approves and evaluates effectiveness of training programs utilized for subordinate personnel. Appraises performance of subordinate supervisors. Reviews performance evaluations written by subordinate supervisors and evaluates their

recommendations. Assists subordinate employees in problematic areas. Initiates appropriate disciplinary actions based on recommendations of subordinate supervisors for assigned employees. Maintains supervisory responsibility for all facilities and equipment in use by the division; ensures that they are operating effectively and safely. Assesses department needs to determine necessity of capital improvements and equipment acquisition er Mesa County policies.

Prepares and coordinates final annual department budgets of more than $9 million in HUTF funds. Elicits information from subordinate personnel regarding needs of work units. Presents and defends budget proposal to department head and Budget Review Team. Administers division's budget to ensure effective expenditure of allocated funds; authorizes purchases of supplies, materials, and equipment. Keeps operational records and makes required reports. Evaluates service costs and makes related

recommendations. Identifies and recommends improvements in departmental operations to ensure assigned functions are efficient and cost effective. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Uses all required safety equipment. Addresses inquiries and complaints from the public or other County divisions concerning department's programs and activities. Makes presentations regarding department activities before civic, school groups, and/or Board of County Commissioners. Represents the department at various governmental and professional meetings. Reviews proposed ordinances and regulations, plans, and technical reports related to departmental activities for content, accuracy, and feasibility.

Manages and supervises operations to achieve goals with available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs change as needed. Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates activities with other departments and agencies as needed. Assures that responsibilities are performed within budget; performs cost control activities; monitors revenues and expenditures to assure sound fiscal control; prepares annual and semi-annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

Provides professional advice on issues to Public Works Director, County Administrator, and/or Board of County Commissioners; makes presentations to supervisors, boards, commissions, civic groups and the general public. Communicates official plans, policies and procedures to staff and the general public. Maintains liaison with other departments as well as state, local, and other public officials. Answers letters of inquiry and talks with patrons; addresses public and civic organizations, which inform the public of policies, procedures and the availability of facilities for public use.

Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations. Develops and implements policies, procedures and standards for efficient and effective operation and maintenance of operations. Assures compliance with established policies and procedures. Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures. Maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties; adjusting errors and addressing complaints.

Applies allocated resources to maximize benefit to Mesa County Road & Bridge facilities by development of long-term maintenance plans.

Oral and written communications must be clear and effective.

Performs other related duties as assigned.

Minimum Qualifications Required

**Education and Experience:**

Bachelor's degree in engineering, construction, or management and five (5) years of experience (including recent/current Class "A" CDL experience) and two (2) years of supervisory experience of large groups
