POSITION OVERVIEW:
The County of Mercer, Department of Community Services, Addiction Services team, is seeking a qualified professional to support the oversight and coordination of community-based addiction services. The Office of Addiction Services administers contracts with organizations that provide prevention, early intervention, treatment, education, and recovery programs throughout Mercer County.
Under direction, this position is responsible for managing addiction services contracts and planning initiatives, preparing and reviewing Requests for Proposals (RFPs), and monitoring service delivery to ensure quality and compliance. The role also oversees all Municipal Alliance contracts and related activities. Additional responsibilities include generating reports, coordinating associated tasks, attending and facilitating meetings, issuing notifications, and preparing meeting minutes.
RESPONSIBILTIES:
- Review contracts, federal regulations, and related documentation to ensure alignment with program goals, objectives, and compliance requirements.
- Conduct onsite monitoring of funded programs, using standardized tools to assess program operations and effectiveness.
- Evaluate program records and data to verify compliance with contractual obligations, proposals, and federal or state guidelines.
- Collaborate with supervisory staff and administrators to gather in-depth information regarding program goals, objectives, challenges, and performance outcomes.
REQUIREMENTS:
EDUCATION AND EXPERIENCE:
Applicants must meet one of the following, or a combination of both education and experience (thirty (30) semester hour credits equal one (1) year of relevant experience):
- Four (4) years of professional experience in inspecting or reviewing activities or programs for compliance with established standards, guidelines, regulations, or contractual agreements; or in the review, analysis, and evaluation of activities or programs to determine their adequacy, efficiency, deficiencies, and effectiveness in achieving their objectives.
OR - Possession of a bachelor's degree from an accredited college or university.
PREFERRED QUALIFICATIONS:
The ideal candidate will have professional experience working in substance use disorder treatment or related behavioral health programs, hold advanced training or certification such as a Certified Alcohol and Drug Counselor (CADC) credential, and/or possess graduate-level education in psychology, social work, sociology, or a related discipline. These qualifications are preferred but not required.

- Proficiency in navigating databases, software systems, and digital tools to support program operations and reporting.
- Demonstrated ability to handle confidential information with discretion, integrity, and professionalism.
- Strong critical thinking and analytical skills to support decision-making and program evaluation.
