The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Office of the Chief Medical Officer (OCMO), Bureau of Health Services. The incumbent of this position primary focus will be to generate and analyze bureau reports, manage and support various projects within the bureau. Specific duties to be performed may include, but are not limited to, the following: Support all reporting needs of BHS, including independently or at the direction of the Director of Health Services (or designees) develop/prepare reports using computer system where data may be available including but not limited to; Oracle/Cerner, VistA, Cardinal’s Order Express and SEFR. Interpret and react to dataSupport mandatory report generation and submission (e.g. run and submit Bureau of Narcotics Enforcement controlled substance reporting)Manage the Bureau car and use requirements (e.g. ensuring all BHS staff are in the License Event Notification Service, LENS )Manage Central Office distribution of COVID tests to OMH PCsManage funding requests for care provided outside of OMH PCs (e.g. external medical consults)Provide QA services for costing and Medicare Part D billing informationProcess requests for changes to BHS controlled information on the OMH internal website/HubAct as SFS liaison, support BHS staff with Travel & Expense processing as neededAct as backup to support NKI lab operationsAct as backup/support Point of Care testing stuffAct as backup for DOH Health Commerce System (HCS) Coordinator activities if neededOther tasks as assigned by Director of Health Services

The minimum qualifications required for this vacancy. Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program: A bachelor's degree in a qualifying field* AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program . A master's degree in a qualifying field* can substitute for one year of specialized experience.*Qualifying degrees: child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special educationTransfer Opportunity: Candidates must have permanent service as a Mental Health Program Specialist 2, Grade 23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.55b/c Opportunity: Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. In addition to a current 55b/c eligibility letter, candidates must possess a bachelor's or higher degree in a qualifying field as detailed above* AND three years of professional clinical or administrative experience in a mental health program. Please note, employees are required to apply and obtain approval through management to telecommute according to operational needs and Agency Telecommuting Program Guidelines.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
