Job Summary

The Deputy County Clerk – Circuit Court Clerk performs a wide variety of specialized clerical, administrative, and court support functions for the Menominee County Circuit Court. This position is responsible for receiving, processing, and maintaining criminal, civil, domestic relations, and appellate court records; serving as courtroom clerk and judicial assistant during court proceedings; coordinating jury management; recording court proceedings; preparing required reports for state agencies; processing court financial transactions; and providing exceptional customer service to judges, attorneys, litigants, governmental agencies, and the public.

The Deputy County Clerk – Circuit Court ensures compliance with Michigan Court Rules, statutes, administrative orders, and State Court Administrative Office (SCAO) requirements while maintaining the confidentiality and integrity of official court records.

In addition to Circuit Court responsibilities, this position provides administrative support for the Menominee County Clerk's Office by processing Concealed Pistol License (CPL) applications, preparing and maintaining vital records, completing required reports, and delivering courteous and efficient customer service to the public.

Essential Functions and Responsibilities

The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.

Court Clerk/Judicial Assistant for Court Proceedings and Jury Trials for the 41st Circuit Court

  • Serve as judicial assistant to the Circuit Court Judges during court proceedings, hearings, and jury trials.
  • Record and summarize court proceedings using the Trial Court System (TCS).
  • Prepare, process, and file court orders, judgments, verdicts, commitments, and other legal documents.
  • Prepare daily court dockets and coordinate courtroom activities to ensure efficient court operations.
  • Administer oaths to witnesses, jurors, and bailiffs.
  • Coordinate interpreter services to facilitate effective communication during court proceedings.
  • Maintain custody and documentation of court exhibits during and following hearings and trials.
  • Schedule hearings and manage judicial calendars in coordination with judges, attorneys, and court staff.
  • Operate courtroom technology, including Polycom, Zoom, and other electronic courtroom systems.
  • Ensure court records and documents are completed, signed, and filed in accordance with Michigan Court Rules and court procedures.

Circuit Court Clerk

  • Receive, review, process, and maintain criminal, civil, domestic relations, personal protection order (PPO), and appellate court filings.
  • Create and maintain electronic and paper case files using the Trial Court System (TCS).
  • Review filings for completeness, accuracy, timeliness, and compliance with court rules and statutory requirements.
  • Assist litigants and attorneys with filing procedures while providing procedural information without offering legal advice.
  • Collect, receipt, process, and reconcile court-related fees, fines, restitution, bonds, Friend of the Court fees, and juror payments.
  • Maintain confidential records relating to criminal convictions, Holmes Youthful Trainee Act (HYTA) cases, settlements, and other protected court matters.
  • Monitor case activity, filing deadlines, and docket requirements; communicate deficiencies and required actions to judges, attorneys, litigants, and state agencies.
  • Schedule hearings and coordinate the Circuit Court master calendar with Probate and District Courts.
  • Prepare court files and supporting documentation for hearings and trials.
  • Prepare and transmit appellate records to the Michigan Court of Appeals.
  • Maintain court forms, records retention schedules, and filing systems.
  • Compile and submit information required for Michigan Indigent Defense Commission (MIDC) reporting.
  • Collaborate with the State Court Administrative Office (SCAO) and other governmental agencies regarding court policies, procedures, and reporting requirements.

Court Reporter

  • Record court proceedings and testimony for Circuit Court and visiting judges using approved electronic recording equipment.
  • Operate, maintain, and monitor the VIQ electronic court recording system and recording logs.
  • Prepare and certify transcripts and court recordings as authorized.
  • Maintain Michigan Electronic Court Reporter/Recorder Certification or obtain certification as required.

Jury System Coordinator

  • Administer the jury management system using the Judicial Information System (JIS).
  • Prepare annual juror qualification questionnaires and prospective juror mailings.
  • Prepare and issue jury summonses for Circuit, District, and Probate Courts.
  • Coordinate jury selection, attendance, and related scheduling activities.
  • Prepare financial reports and reimbursement documentation related to jury operations.
  • Respond to juror inquiries and provide information regarding jury service.

Concealed Pistol License (CPL) Applications / Vital Records

  • Process Concealed Pistol License (CPL) applications and renewals in accordance with Michigan law.
  • Prepare, process, and file birth, death, marriage, and delayed registration records.
  • Issue certified copies of vital records, military discharge records, judgments of divorce, and other authorized public documents.
  • Provide courteous and accurate assistance to the public regarding vital records and licensing services.

Driver's License Abstracting

  • Prepare and transmit abstracts of qualifying criminal and traffic convictions to the Michigan Secretary of State in accordance with statutory requirements.

State Reports

  • Prepare and submit daily, monthly, quarterly, and annual reports required by the State Court Administrative Office (SCAO) and other state agencies.
  • Ensure reports are accurate, timely, and compliant with applicable reporting requirements.

General Administration

  • Respond to telephone, email, written, and in-person inquiries from the public, attorneys, courts, governmental agencies, and incarcerated individuals.
  • Process incoming and outgoing mail and maintain office correspondence.
  • Conduct criminal, civil, and court record searches as authorized.
  • Prepare monthly statistical, financial, and operational reports.
  • Perform general clerical and administrative duties in support of the County Clerk's Office and Circuit Court operations.

Educational Training

  • Participate in required training, webinars, and continuing education programs.
  • Maintain current knowledge of Michigan statutes, court rules, administrative orders, SCAO policies, and court technology.

Circuit Court ADA Coordinator

  • Coordinate reasonable accommodations for individuals with disabilities participating in court proceedings in compliance with the Americans with Disabilities Act (ADA).
  • Arrange interpreter, accessibility, and assistive services to ensure equal access to court programs and proceedings

Education & Qualifications

Education:

  • Required: Highschool diploma or equivalent.
  • Preferred: Associate’s degree or higher in legal/paralegal studies, criminal justice, public administration, business administration, or related field.

Experience:

  • Preferred: Two or more years of experience in a legal, judicial, or related environment.

Licenses, Certifications, and Other Requirements:

  • Required: Michigan Certified Electronic Recorder (CER) certification within one year of hire.
  • Required: Michigan Public Notary certification within one year of hire.

Minimum Knowledge, Skills, and Abilities Qualifications

  • Knowledge of Michigan Court Rules, statutes, administrative orders, and State Court Administrative Office (SCAO) policies and procedures.
  • Knowledge of Circuit Court operations, including criminal, civil, domestic relations, personal protection order (PPO), appellate, and jury trial processes.
  • Knowledge of courtroom procedures, legal terminology, and judicial practices.
  • Knowledge of records management principles, document retention requirements, and confidential records handling.
  • Knowledge of applicable laws and procedures governing Concealed Pistol Licenses (CPL), vital records, and driver's license abstracting.
  • Knowledge of financial recordkeeping, cash handling, and reconciliation procedures.
  • Knowledge of the Americans with Disabilities Act (ADA) as it relates to court accessibility and accommodations.
  • Knowledge of modern office practices, business correspondence, and customer service principles.

Skills

  • Proficient in Microsoft Office Suite (Word, Excel, Outlook) and standard office technology.
  • Skill in operating court case management systems, including the Trial Court System (TCS) and Judicial Information System (JIS), or the ability to quickly learn similar software.
  • Skill in operating electronic court recording equipment, virtual meeting platforms, and courtroom technology.
  • Strong organizational and time management skills with the ability to manage multiple priorities and meet strict deadlines.
  • Excellent verbal and written communication skills.
  • Strong customer service and interpersonal skills when interacting with judges, attorneys, litigants, governmental agencies, and the public.
  • Skill in preparing, reviewing, and maintaining accurate legal documents, court records, and reports.
  • Skill in data entry with a high degree of accuracy and attention to detail.
  • Skill in maintaining accurate financial records and processing payments.
