What are the responsibilities and job description for the Project Manager/ Estimator position at Memco?
SUMMARY
Manages all aspects of JOC project operations including estimating, delivery order development, project execution, and client relationship management. Works under cooperative contract vehicles and direct single-client solicitations to develop accurate UPB-based estimates, negotiate delivery orders, and oversee construction through completion. Serves as the primary point of contact for agency and owner clients from scope walk through project closeout, and ensures all work meets contract requirements, budget targets, and audit standards.
ESSENTIAL DUTIES
1. Develops delivery order estimates using unit price book (UPB) methodology and applicable coefficient; ensures all line items are directly tied to defined project scope; and reviews estimates for completeness, accuracy, and audit defensibility prior to submission.
2. Conducts joint scope walks with agency and owner representatives; defines project scope and specifications; identifies all applicable UPB line items; and documents scope thoroughly to support estimate development and future audit review.
3. Manages delivery order negotiations with agency and owner clients; presents estimates clearly and professionally; resolves scope and pricing questions; and secures delivery order authorization in a timely manner.
4. Oversees construction operations from award through closeout; manages subcontractors, suppliers, and self-perform work as applicable; ensures work is completed on time, within budget, and to contract specifications; and maintains a safe work environment on all projects.
5. Manages project financials including cost tracking, subcontractor buyout, change order preparation, and pay application review; reports project financial performance to leadership; and ensures costs are properly documented to support both client billing and internal accounting.
6. Maintains compliance with cooperative and direct JOC contract requirements for assigned vehicles, such as Choice Partners, E&I Cooperative, and BuyBoard; stays current on contract terms, reporting obligations, and renewal requirements; and supports any contract audits or owner reviews as needed.
7. Solicits, qualifies, and manages subcontractors appropriate to JOC project scope; secures pricing and performance commitments; prepares subcontract agreements and Master Subcontract Agreements (MSAs) consistent with delivery order terms; and builds a reliable subcontractor base suited to the agency and owner client base.
8. Prepares and maintains complete project documentation including scope walk notes, estimate backup, delivery order files, subcontracts, RFIs, submittals, and closeout packages; ensures records are organized and audit-ready at all times.
9. Develops and maintains strong working relationships with agency and owner clients, facility managers, subcontractors, suppliers, and internal team members; represents Omega GC professionally in all client interactions.
10. Participates in pre-bid meetings, contract onboarding, and cooperative contract and direct solicitation marketing efforts as needed to support business development under active JOC vehicles and client relationships.
11. Performs other duties as assigned based on project and company need.
EDUCATION
The ideal candidate will have a Bachelor's degree in Construction Management, Construction Science, Engineering, or a related field. Candidates with equivalent technical training and a strong track record in JOC or public sector construction will also be considered.
EXPERIENCE
The ideal candidate will have five or more years of experience in construction project management and estimating, with at least two years working directly in a JOC or IDIQ contract environment. Demonstrated experience with UPB-based estimating and agency and owner client management is strongly preferred.
LICENSES AND CERTIFICATIONS
Current Texas driver's license with satisfactory driving record required. OSHA 10-hour certification required; OSHA 30-hour preferred.
SKILLS
Must have or demonstrate the following:
• Working knowledge of JOC delivery methodology including UPB structure, coefficient development, and delivery order workflow
• Proficiency with JOC estimating platforms; experience with eConverge, RSMeans, or Gordian strongly preferred
• Familiarity with cooperative contract vehicles such as Choice Partners, E&I Cooperative, and BuyBoard
• Understanding of audit compliance requirements in JOC and public sector contracting, including proper scope-to-line-item documentation practices
• Ability to read and interpret construction drawings, specifications, and scope documents
• Strong estimating skills including quantity takeoff, scope analysis, and cost validation
• Solid understanding of construction scheduling, subcontractor management, and field operations
• Proficiency in Microsoft 365 including Excel; experience with Procore a plus
• Strong written and verbal communication skills, including the ability to present estimates and project information clearly to agency and owner clients
• Well-organized with strong attention to detail and the ability to manage multiple active delivery orders simultaneously
• Understanding of construction accounting basics including cost coding, pay applications, and project cost tracking
PHYSICAL REQUIREMENTS
Must be able to perform the following on a frequent basis:
• Sit for extended periods while performing estimating, administrative, and project management tasks
• Use a computer, phone, and standard office equipment regularly
• Lift or move up to 20 pounds with or without assistance
• Stand, walk, bend, stoop, and climb during project site visits
• Navigate uneven terrain, elevated areas, and active construction environments when conducting site visits or scope walks
WORKING CONDITIONS
• Primary work is performed in an office environment with regular travel to project sites and agency facilities
• Site visits may involve exposure to outdoor weather conditions, dust, noise, and construction hazards
• Local travel required regularly; occasional out-of-area travel may be required depending on contract geography
