ESSENTIAL FUNCTIONSPlan, coordinate, integrate, implement, and evaluate the use of acquisition programs in the broad area of Chemical and Biological Defense.Employ technical expertise to translate scientific information into required programmatic and fiscal documentation to support the planning, programming, budgeting and execution system.Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities and courses of action.Participate in Integrated Product Teams and serve as technical and programmatic point of contact.Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community.Provide support to and coordination of acquisition and planning, programming, budgeting, and execution documents to include development of budget exhibits (R Forms) and Program Objectives Memorandum (POM) materials, for a research and development acquisition program.Assist in setting portfolio, project, and product level strategy and priorities;Ensure portfolios are responsive and mapped to program goals and requirements.Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences.Create briefings and products for both technical and senior leader audiences.Track cost, schedule, and performance of chemical and biological defense related technical projects to ensure they continue to meet the objectives of the program.Advise the program team on risk assessment and risk management, business and contracting strategies, and technology transfers.All other duties as assigned.MINIMUM QUALIFICATIONSDoD Secret level clearanceBachelors Degree in business, finance, economics or a related field.3-5 years of experience providing financial analysis to federal clients.Detail-oriented, self-starter with excellent communication and time management skills.High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software.PREFERRED QUALIFICATIONSMasters Degree in business, finance, economics or a related field.Certified Defense Financial Manager (CDFM)Certified Government Financial Manager (CGFM®) Certified Cost Estimator/Analyst (CCE/A)Knowledge of Joint Chemical Biological Defense Program systems (e.g. JSCBIS/JICAP) and GFEBSKnowledge of GFEBSCertified Public Accountant (CPA)Knowledge of the DoD acquisition policiesLOCATION:  This position is full-time and on-site in Fort Belvoir, VA.SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.BENEFITSEmployer-paid employee Medical, Dental and Vision Care.Low-Cost Family Health Care offered.Federal Holidays and three (3) weeks’ vacation401(k) with Employer MatchCross-training opportunitiesCompany DescriptionAbout MELEWith over 300 employees and offices in Rockville, MD, Washington, DC, and Albuquerque, NM, MELE is a veteran and minority-owned government contractor empowering its customers with innovative solutions for more than three decades.
