Job Summary:
The Director of Information Technology (IT) is responsible for overseeing all technology systems, including computer networks, security systems, and technology infrastructure within the office. This role ensures that all hardware, software, and network resources are functioning optimally, secure, and aligned with the organization's goals. The IT Director will lead a team of IT professionals, manage system upgrades, and oversee IT projects from conception to implementation.
Major Duties and Responsibilities:
Network and Systems Management
- Oversee the installation, configuration, and maintenance of network hardware, software, and systems, ensuring optimal performance.
- Troubleshoot network and system issues, applying upgrades and patches as needed.
- Manage and configure network printing, directory structures, and user access rights.
- Ensure the security and integrity of the office’s digital assets, including data encryption and backup solutions.
- Oversees the administration and support of IT systems used by the Medina County Sheriff's Office, including Computer-Aided Dispatch (CAD), Records Management Systems (RMS), Jail Management Systems (JMS), Emergency Services (911), In Car Camera and Body Camera Systems and Mobile Data Terminals (MDTs).
- Manages the installation, configuration, and maintenance of security and surveillance systems, including cameras, and access control systems.
- Ensures the availability, reliability, and security of on-premises IT systems that support 24/7 public safety operations
Technical Support & User Assistance
- Provide technical support to staff regarding computer systems, network access, and software applications.
- Lead desktop and helpdesk support efforts, ensuring all desktop applications, workstations, and related equipment problems are resolved promptly with limited disruptions.
- Analyze user needs and recommend appropriate technology solutions, ensuring systems are scalable and efficient.
- Train employees in new software and hardware, improving overall technical proficiency.
Project Management and Development
- Lead technical projects, including hardware/software specifications, system upgrades, and the design of new IT solutions.
- Coordinate with department heads to define IT project objectives and timelines, ensuring alignment with organizational goals.
- Evaluate new technologies and software to assess their compatibility with current systems and overall usefulness.
- Serves as a liaison with system software and hardware suppliers and vendors; monitors contracted services for quality and compliance with County standards. Serves as program management focal point on a variety of projects related to public safety IT systems; evaluates public safety operational requirements; researches and develops information systems solutions; monitors project performance and compliance with applicable specifications.
Budget and Procurement
- Develop and manage the IT budget, ensuring efficient allocation of resources.
- Procure new software, hardware, and IT equipment, ensuring compatibility and alignment with Office needs.
- Negotiate contracts with vendors and manage vendor relationships for hardware, software, and technical support.
Cybersecurity Security and Compliance
- Implements and maintain compliance to the Medina County Cybersecurity Policy as well as the CJIS Cybersecurity Policy to protect sensitive data and ensure the integrity of public safety systems.
- Ensures all Public Safety IT systems comply with local, state, and federal regulations, including CJIS (Criminal Justice Information Services) security policies.
Supervision & Staff Development
- Lead and supervise the IT staff, including hiring, training, performance appraisals, and disciplinary actions.
- Foster a positive work environment through mentorship, guidance, and conflict resolution.
- Promote continuous improvement within the IT team by encouraging ongoing education and professional development.
Collaboration and Communication:
- Collaborate with the Medina County Data Board and Technical Advisory Committee to understand the Medina County Fiber Optic Network resources and provide solutions that enhance our operations.
- Serves as the primary IT liaison for the Medina County Data Board, facilitating communication and ensuring alignment with organizational goals.
- Coordinates with vendors, contractors, and other external partners to support public safety technology initiatives.
- Collaborates with other departments to obtain and share data to ensure the data and software meets standards, and exchanges knowledge and technology solutions.
Supervisory Responsibilities:
- Directly supervises the Information Technology (IT) staff, including system administrators, network specialists, and technical support personnel.
- Provides leadership, guidance, and direction to ensure efficient daily operations and timely resolution of technical issues.
Qualifications:
- Bachelor’s degree in Information Technology, Computer Science, or a related field.
- 5-7 years of relevant experience, or an equivalent combination of education and experience, progressively responsible experience in information technology, including network administration, systems management, cybersecurity, and IT project management, preferably in a government, law enforcement, or public safety agency.
- Valid Ohio Driver’s License.
- Proficiency in network infrastructure, server administration, and cybersecurity principles.
- Experience managing public safety or government IT systems such as CAD (Computer-Aided Dispatch), RMS (Records Management), JMS (Jail Management), or other mission-critical applications preferred.
- Strong understanding of data backup, disaster recovery, and system security protocols.
- Familiarity with CJIS (Criminal Justice Information Services) security standards and other applicable state or federal data protection regulations.
- Demonstrated leadership ability with experience supervising professional staff.
- Excellent communication, organizational, and problem-solving skills.
- Ability to maintain confidentiality, integrity, and discretion in handling sensitive information.
- Able to handle confidential information with discretion and professionalism.

Skills & Competencies:
- Advanced knowledge of network architecture, servers, virtualization, and cybersecurity best practices.
- Strong proficiency in managing and maintaining IT systems that support 24/7 public safety operations (CAD, RMS, JMS, 911 systems, MDTs, and body-worn cameras).
- Familiarity with database administration, system integration, and data management.
- Experience implementing and maintaining CJIS-compliant systems and adhering to local, state, and federal IT security standards.
- Ability to evaluate, recommend, and implement emerging technologies to improve efficiency and security.
Physical Requirements:
- Sit, stand, stoop, bend, and walk frequently during the day
- Ability to work at a desk and use a computer for extended periods.
- Will need to balance; climb ramps, stairs, ladders; stoop, crouch, crawl, bend, stretch, reach, grasp and kneel occasionally

Job Type: Full-time
Pay: $85,000.00 - $95,000.00 per year
