Senior Budget Analyst
Cetechs is seeking a Senior Budget Analyst to provide expert financial and analytical support to the Department of Homeland Security (DHS), specifically assisting Region 4 of the Federal Protective Service (FPS).
Responsibilities
Financial Analysis and Reporting
· Analyze, track, and monitor accounting functions in the Federal Financial Management System (FFMS).
· Apply generally accepted accounting principles (GAAP) to diverse financial management tasks.
· Reclassify expenditures and reconcile financial reports to ensure accuracy and compliance.
· Review and analyze financial and budgetary expenditures to support data-driven decisions.
· Retrieve and analyze financial data using standard statistical methods and tools.
· Assist with the consolidation of funding requests and verification of cost estimates against PSO contract exhibits.
· Draft and submit reprogramming documents and reclassification requests for supervisory review and approval.
· Track and analyze the status of funds, including the expenditure and disbursement of financial resources.
· Support the validation, reconciliation, and certification of accounting records and undelivered orders.
· Assist in preparing accurate responses for audits and agency documentation requests.
Administrative and Analytical Functions
· Provide administrative and analytical support to FPS senior leadership in managing regional programs and operational budgets.
· Review documentation from accounting, procurement, vendors, and program offices to determine appropriate closing actions.
· Assist in developing modern business methods, performance measurements, and best practice recommendations to improve DHS processes.
· Support special projects initiated by financial and senior management teams in Region 4.
· Draft reports, graphs, tables, and other business documents; perform editing, calculations, and data retrieval tasks with accuracy and timeliness.
· Communicate clearly and effectively with various levels of federal management, contractors, and field offices.
· Work with government budget officers to help resolve account discrepancies and ensure timely and accurate invoicing processes.
· Provide well-organized written and verbal updates, presentations, and statistical summaries.
Education and Experience Requirements
· Bachelor’s degree (BS/BA) with at least 24 semester hours in finance, accounting, or quantitative methods.
· Minimum of four (4) years of active experience in federal financial policy, procedures, and systems, including familiarity with financial management programs and regulatory guidelines.
· Proficiency in Microsoft Office applications, including Word, Access, Excel (intermediate level), and PowerPoint.
· Strong analytical, quantitative, and critical thinking skills.
· Excellent written, verbal, and presentation communication abilities.
· Ability to conduct thorough online research and synthesize findings clearly.
Exceptional organizational skills and attention to detail in handling complex financial datasets and documentation.
