POSITION SUMMARY

 

This position is requested as a critical component of MCR Health's new Enterprise Grants Operating Model and is necessary to establish dedicated financial ownership and execution of the organization's governmental grant portfolio within Finance.

The Grant Accountant will serve as Finance's dedicated financial resource for MCR Health's clinical trials, medical education partnerships, governmental grants and contracts, including significant and highly regulated awards such as HRSA Section 330, Ryan White Parts B and C, Rural Health Transformation, state grants, foundation awards, and other federal and state pass-through funding.

The position will be responsible for the day-to-day financial execution of the grant portfolio, including:

·         Grant/program reconciliations and budget-to-actual monitoring

·         Grant/program invoicing and reimbursement requests

·         Federal and state draw support

·         Expenditure and financial reporting

·         Payroll and personnel-cost reconciliation

·         Time-and-effort validation and cost allocation

·         Accounts receivable monitoring

·         Grant/program budget development and revisions

·         Financial documentation for audits, monitoring reviews, and site visits

·         Financial grant closeout and final reconciliations

·         Preparation and maintenance of SEFA (Schedule of Expenditures of Federal Awards)

 

 

This position is intentionally separate from the Senior Manager, Government Grants within Executive Operations. The Senior Manager will maintain responsibility for grant governance, compliance, funding-agency requirements, reporting timelines, coordination, and enterprise oversight. The Grant Accountant will reside within and report through Finance, maintaining Finance's accountability for financial controls, accounting standards, financial accuracy, and fiscal execution.

 

Establishing this dedicated position is important to both the sustainability of the new operating model and MCR Health's financial risk management. Without dedicated Finance capacity, there is a significant risk that grant financial activities will continue to be distributed among existing staff or migrate back into the Grants function, recreating the same blurred accountability and dependency the new structure is designed to eliminate.

 

The Grant Accountant will provide consistent financial oversight across MCR Health's governmental grant portfolio, strengthen segregation of duties and internal controls, improve visibility into grant spending and reimbursement activity, identify potential underspending, overspending, receivable delays, and financial compliance concerns earlier, and strengthen organizational readiness for audits and funding-agency monitoring.

 

CROSS-FUNCTIONAL ACCOUNTABILITY

The Grant Accountant works within an enterprise grant governance model:

 

Senior Manager, Government Grants

·         Owns grant governance for Government Grants, including compliance coordination, funder requirements, deadlines, agency relationships, and portfolio oversight.

Senior Grant Writer

·         Owns the Foundation & Community Grants funding lifecycle, including pipeline management, proposal coordination, funder requirements, reporting deadlines, stewardship, and relationship management.

Grants Accountant

·         Owns ?nancial execution, reconciliation, analysis, documentation, and ?nancial

reporting.

Designated Program Lead

·         Owns program implementation, staffing, service delivery, outcomes, performance

measures, and programmatic reporting.

 

The Grant Accountant reports through Finance. The Senior Manager, Government Grants and Senior Grant Writer may establish grant-speci?c deadlines and requirements and coordinate deliverables but do not provide administrative supervision of the Grant Accountant.

MINIMUM QUALIFICATIONS

·         Bachelor's degree in Finance, Accounting, Business Administration, Healthcare Administration, or a related ?eld; equivalent relevant experience may be considered.

·         Three or more years of progressively responsible experience in ?nancial analysis, accounting, grants management, healthcare ?nance, or a related ?eld.

·         Experience supporting federal, state, healthcare, nonpro?t, or other restricted

funding is strongly preferred.

·         Experience with grant budgeting, reconciliations, expenditure reporting,

reimbursement, or ?nancial monitoring preferred.

·         Knowledge of federal grant ?nancial requirements and Uniform Guidance preferred.

·         FQHC, HRSA, Ryan White, or other healthcare grant experience is highly desirable.

·         Advanced pro?ciency in Microsoft Excel and demonstrated ability to analyze and reconcile complex ?nancial data.

·         Experience working with ?nancial, accounting, grant-management, or reporting systems.

·         Strong ?nancial analysis and reconciliation skills.

 

·         Strong understanding of budgeting, ?nancial reporting, accounting controls, and

documentation standards.

·         Ability to interpret grant budgets, award terms, ?nancial requirements, contracts,

and reporting instructions.

·         Ability to identify ?nancial discrepancies, trends, variances, and potential

compliance risks.

·         Excellent attention to detail and commitment to ?nancial accuracy.

·         Strong organizational and project-management skills with the ability to manage multiple recurring deadlines.

·         Ability to work collaboratively across Finance, Grants, Operations, Program leadership, Payroll, Human Resources, and executive leadership.

·         Ability to communicate complex ?nancial information clearly to non-?nancial

stakeholders.

·         Strong judgment, discretion, accountability, and follow-through.

·         Commitment to responsible stewardship of public and restricted funding.

KEY PERFORMANCE EXPECTATIONS

·         Grant ?nancial reconciliations are completed accurately and within established

timelines.

·         Financial reports, invoices, reimbursement requests, and draw documentation are prepared accurately and on time.

·         Grant expenditures remain appropriately documented and reconciled against approved budgets.

·         Material budget variances and ?nancial risks are identi?ed and communicated

proactively.

·         Grant ?nancial ?les remain complete, organized, and audit-ready.

·         Outstanding grant receivables and reimbursement issues are actively monitored and escalated.

·         Finance, Grants, and Program leadership have timely visibility into the ?nancial

status of each major governmental award.

·         Financial components of audits, monitoring reviews, renewals, and grant closeouts are completed within required timeframes.
