McLean County is seeking an experienced and motivated Highway Maintenance Coordinator II to help lead the maintenance and repair of county roads, highways, and drainage facilities. This role is ideal for a hands-on leader with strong road maintenance expertise, supervisory experience, and the ability to coordinate operations in all weather conditions—including critical winter storm response.

This position plays a key role in ensuring the safety and reliability of county transportation infrastructure through effective planning, staff supervision, and operational oversight.

Position Summary

The Highway Maintenance Coordinator II plans, organizes, schedules, coordinates, and inspects the work of personnel responsible for maintaining and repairing county highways, roads, and drainage systems. This work requires significant independent judgment and discretion in meeting operational goals while ensuring compliance with safety regulations, departmental policies, and state standards.

This position also supervises highway maintenance staff, Highway Maintenance Coordinator I positions, and fleet management personnel.

Essential Responsibilities

  • Plan, coordinate, assign, and supervise daily work activities for highway maintenance staff
  • Oversee maintenance and repair of county roads, highways, and drainage facilities
  • Participate in field maintenance and repair work as needed
  • Supervise Highway Maintenance Coordinators and Fleet Manager staff
  • Adjust work schedules and crew assignments based on weather conditions, staffing availability, and operational priorities
  • Administer labor agreement provisions and address employee concerns and performance issues
  • Evaluate winter weather and storm conditions and coordinate snow and ice removal operations
  • Determine when to call in staff for snow plowing and salting activities
  • Maintain and update winter road condition GIS maps during storm events
  • Conduct field inspections of work in progress and completed projects
  • Identify road and drainage maintenance needs and establish repair priorities
  • Recommend major repairs and corrective actions to leadership
  • Ensure compliance with county, state, and federal safety regulations and procedures
  • Respond to citizen concerns and complaints while maintaining positive public relations
  • Assist in preparing and monitoring the maintenance budget
  • Track crew assignments, labor, materials, and equipment usage for budget and invoicing purposes
  • Coach, train, and support staff development
  • Assist with hiring recommendations and workforce planning
  • Submit JULIE dig tickets for county and township projects
  • Maintain required applicator licensing for county weed control oversight
  • Perform other related duties as assigned

Required Qualifications

  • High school diploma or equivalent
  • Two (2) years of construction technology or related education
  • Minimum of eight (8) years of road construction or road maintenance experience
  • Prior lead worker or supervisory experience
  • Or any equivalent combination of education and experience that provides the required knowledge and abilities

Preferred Qualifications

Commercial Class B Illinois Driver’s License preferred

Knowledge, Skills, and Abilities

The ideal candidate will have:

  • Strong knowledge of road maintenance methods, materials, and repair techniques
  • Knowledge of safety hazards and precautions related to road and drainage maintenance
  • Familiarity with engineering principles related to roadway construction and maintenance
  • Supervisory and staff development experience
  • Experience with Microsoft Word, Excel, and related software
  • Ability to operate road maintenance vehicles and equipment
  • Strong communication and problem-solving skills
  • Ability to maintain records, prepare reports, and manage operational documentation
  • Ability to work effectively with staff, county officials, residents, and the public
  • Ability to manage sensitive and confidential matters professionally

Physical Requirements

This is a heavy-duty position that requires physical strength and stamina, including lifting up to 50 pounds occasionally and up to 20 pounds frequently. The role requires standing, walking, bending, climbing, lifting, pushing, and pulling, as well as close visual attention and sound judgment in field conditions.

Work Environment

Work is performed both indoors and outdoors, including field locations throughout the county. This position may involve exposure to inclement weather, snow and ice conditions, traffic, noise, fumes, heavy equipment and moving vehicles.

A county vehicle may be used in the performance of duties.
