Mayvin, Inc. is seeking a Senior Program/Operations Analyst/Action Officer to support a government Program Manager execute their program. This role provides programmatic, technical, and operational support within the Portfolio Acquisition Executive, Maritime. The ideal candidate will possess a strong background in navy operations with experience supporting defense or federal programs and have experience in Navy Non-Lethal Weapons (NLW) and/or Navy Non-Lethal Effects (NNLE). They need to closely support the Program Manager/Asst Program Manager’s effort to include interactions with stakeholders, tracking status, and budget development, management, and justification. This role requires a strategic thinker who can proactively engage with cross-functional teams and drive continuous improvement to ensure mission readiness and operational success. They bring strong leadership, organizational, and technical expertise to assist with the management of complex Navy Non-Lethal Effects.
Must be a U.S. Citizen.
Must have an active SECRET clearance.
Responsibilities:
- Serve as a liaison to key stakeholder commands and their representatives, including the onsite Program Office LNO, to facilitate information exchange and ensure program alignment with fleet operational requirements
- Provide on-demand analytical and programmatic support for emergent stakeholder and LNO-identified tasks, including coordinating data calls, preparing briefing materials, and staffing documents
- Upon request, represent program office equities and provide subject matter expertise during LNO-facilitated meetings, technical exchanges, and planning events with fleet representatives
- Assist in translating fleet and end-user feedback, as identified by the LNO and other stakeholders, into actionable recommendations for program leadership to inform current and future capability development
- Support the generation of acquisition plans and strategies
- Develop cost estimates, budgets, and schedules
- Help coordinate cross-functional teams from government and industry to facilitate the delivery of reliable, scalable technical solutions
- Proactively support the APM by supporting the modernization and life cycle sustainment efforts of DOD equipment
- Draft and prepare briefings, staffing plans, monthly reviews
- Develop and propose Course Of Actions (COAs) and recommendations
- Explore and plan the integration of emerging technologies to improve operational efficiency and mission effectiveness
- Track actions/minutes and maintain continuity of accountability
- Collaborate with subject matter experts (SMEs) to gather requirements, align priorities, and support milestone achievement
- Build and maintain strong relationships with key stakeholders across DoW and industry to inform capability development and milestone planning
Required Qualifications:
- 10 years of experience managing complex and technical programs, test and evaluation, or fielding operations
- 10 years of experience supporting a US Navy or Joint Service operations
- Bachelor degree in National Security, Management, or related
- Knowledgeable of the Navy Acquisition process
- Experience with the Navy POM and Budget planning cycle
- Ability to generate, evaluate, and guide technical reports, briefings, and other stakeholder communications.
- Strong written and verbal communication skills.
- Strong organization and time management skills with the ability to quickly turn-around requests.
- Flexible and readily adaptable to changing responsibilities.
- Ability to attend and organize program reviews/site visits/field tests.
- Demonstrated proficient in Microsoft Office Suite, with emphasis on Microsoft Word, Excel, PowerPoint, and familiarity with MS Project
Preferred Qualifications:
- While NAVSEA/NWSC experience isn’t required, it is HIGHLY preferred
- Prior US Navy/US Marine Corps Active Duty service
- Ability to engage stakeholders and collaborators across various DoW agencies and services
- Self-starter who is willing to both take the lead and provide support in a team role in a complex, fast-paced, cross-disciplinary work environment.
