Duty Stations and Work Location

These are on-site positions. Each Program Manager will be duty-stationed at an assigned USDA Forest

Service Ranger District office or at the Forest Supervisor's Office in Asheville, working in person alongside

Forest Service staff and attending the weekly stand-up at their assigned location.


Available duty stations:

● Appalachian Ranger District — Mars Hill, NC — 1 position

● Grandfather Ranger District — Nebo, NC — 1 position

● Nantahala/Cheoah/Tusquitee Districts — Franklin/Robbinsville/Murphy — 1 position

● Forest Supervisor’s Office — Asheville, NC — 1 position

preference. These offices are spread across Western North Carolina and some are several hours apart, so

we encourage you to apply only for locations that are realistically workable for you.


The specific on-site schedule is set by each District Ranger and varies by location. Some Districts expect

their Program Manager on-site daily; others allow a blend of on-site and remote work once onboarding is

complete. Your assigned District Ranger will confirm expectations during the interview process. Workspace

and a government-furnished computer will be provided at your assigned duty station.


About the Role

Maybridge Development LLC is providing program and project management services to the USDA Forest

Service in support of Hurricane Helene recovery efforts across the National Forests in North Carolina.


We are building a team of Program Managers who want to do meaningful work that leaves a lasting impact.


This is an opportunity to be part of restoring public lands, strengthening local communities, and supporting the long-term recovery of forests and infrastructure affected by Hurricane Helene.


Recovery work spans the seven Program Areas defined by the National Forests in North Carolina: roads,

bridges, lands and infrastructure; trails and recreation areas; hazardous fuels and woody debris; forest

restoration; rare and sensitive habitats; watershed and riparian restoration; and Tribal resources.


Projects may include roadway and trail repairs, bridge and culvert replacements, dam inspection and

repair, recreation site and campground restoration, administrative facility and communications site

repairs, hazard tree and woody debris mitigation, watershed and riparian stabilization, and ecological

restoration work supporting forest and habitat recovery.


Program Managers assigned to a Ranger District are embedded with that District, working day to day with

the District Ranger and serving as the coordination point for recovery work on that district. The Program

Manager based at the Forest Supervisor's Office works across all districts, supporting coordination and

consistency Forest-wide. You'll plan, organize, and manage assigned recovery projects to ensure work is

delivered safely, on schedule, within budget, and in accordance with federal quality and documentation

standards.


Working alongside USDA Forest Service personnel, contractors, and partner agencies, you'll spend time

throughout some of North Carolina's most beautiful national forests while helping coordinate projects that

Skills for Success

Program Managers succeed in this role by keeping people, information, and work moving together. We

are looking for:

● Communication — clear written and verbal communication with District staff, Forest leadership,

partners, and the public, including concise briefing and reporting products for internal and

external audiences.

● Coordination — aligning work across districts, disciplines, contractors, and partner agencies at

local, state, and federal levels.

● Outreach and stakeholder engagement — building and maintaining working relationships with

community partners, volunteers, cooperators, and agency staff.

● Time management — keeping multiple concurrent projects moving on schedule and within

budget with minimal day-to-day supervision.

● Project management discipline — planning, organizing, risk management, resource allocation,

budget tracking, and project reporting.

Key Responsibilities

● Develop plans, organize, and manage assigned recovery projects from planning through closeout,

including scheduling, resource coordination, risk management, budget tracking, and performance

monitoring.

● Develop the operational framework, standard operating procedures, and project roles and

responsibilities charts that keep recovery delivery consistent across your assigned area.

● Work on-site at your assigned duty station, attend the weekly stand-up, and remain available to

Forest Service staff in person.

● Support the annual Program of Work and submit projects through the USDA Forest Service Work

Order Intake Form, which is required for FY2027 Program of Work projects.

● Coordinate with the Program Managers at the other duty stations to align delivery across the

Forest.

Maintain project documentation, including project registers, risk logs, stakeholder engagement

logs, meeting minutes, and weekly and monthly status reports.

● Provide internal and external updates and coordinate with USDA Forest Service Staff Officers,

partner agencies, consultants, and contractor teams to support successful project delivery.

● Contribute to the NFsNC Large-Scale Event Recovery Plan and provide project reporting to the

Forest Leadership Team.

● Attend periodic coordination meetings at the Forest Supervisor's Office in Asheville as scheduled.

● Support the implementation and maintenance of Project Management Plans, the USDA Forest

Service FSM 2030 Large-Scale Event Recovery Framework, project documentation, and standard

operating procedures (SOPs).

● Provide project management and standard operating procedure training for NFsNC employees.

● Conduct field visits throughout the assigned area, including travel on unpaved and remote forest

roads.

● Identify project risks and develop practical solutions to keep projects on track while maintaining

compliance with federal requirements.


Travel and Working Conditions

Field visits are a regular part of this role and include travel on unpaved and rough forest roads. Contractor

personnel provide their own transportation; government vehicles are not available for this work.

Candidates should have access to a reliable vehicle appropriate for these conditions and should be

comfortable working independently in a remote, forested environment. Business mileage is reimbursed at

the IRS standard rate under an accountable plan.


Minimum Qualifications

● Bachelor's degree in Project Management, Business, Natural Resources, Environmental Science,

Construction Management, or a related field, or an equivalent combination of education and

professional project management experience.

● Minimum of five (5) years of experience managing multiple concurrent projects with

demonstrated success in scheduling, risk management, stakeholder engagement, resource

allocation, and reporting.

● Strong organizational, communication, leadership, and time management skills, with the ability to

manage multiple priorities in a fast-paced environment.

● U.S. citizen and eligible to obtain and maintain a Federal Tier 1 or Tier 2 Background Investigation.

● Ability to work on-site at the assigned duty station and travel throughout Western North Carolina

as needed.

● Proficiency with Microsoft Project, SharePoint, Microsoft Office, and other project management

software.

● Strong data management and reporting skills, including experience with budget tracking and

approval processes.

● Ability to prepare and present clear, concise communication products for internal and external

stakeholders.

● Proven ability to develop and deliver project management training to diverse audiences.


Preferred Qualifications

● Project Management Professional (PMP) certification or equivalent.

● Experience supporting the USDA Forest Service or another federal land management agency.

● Experience with disaster recovery programs, including FEMA Public Assistance (PA), CDBG-DR,

USACE, or similar federally funded recovery initiatives.

● Familiarity with the USDA Forest Service FSM 2030 Large-Scale Event Recovery Framework.

● Experience in natural resource management, ecological restoration, or watershed and riparian

work.

● FEMA ICS/NIMS certifications.

● Experience using Survey123, ArcGIS, or other GIS applications.

● Residency in, or established ties to, the community surrounding your preferred duty station.


Compensation and Benefits

Salary: $85,000 per year.

Business mileage is reimbursed at the IRS standard rate under an accountable plan. Commuting between

home and the assigned duty station is not reimbursable.
