Matern Staffing is seeking an experienced Program Manager to lead complex defense programs in Stafford, VA. This role requires strong technical expertise, experience leading Integrated Project Teams, and deep knowledge of DoD acquisition and compliance requirements. The Program Manager will serve as the primary liaison across government, executive, and industry stakeholders to ensure alignment with program goals and customer priorities.

The ideal candidate is a strong communicator and leader who can effectively collaborate across government, subcontractor, and internal teams in a fast-paced environment.

Salary:

$175,000 - $190,000/yr

What You’ll Do:

Program Leadership:

  • Lead cross-functional Integrated Project Teams (engineering, production, quality, supply chain, procurement, and development)
  • Define scope, milestones, deliverables, and KPIs in partnership with internal and external stakeholders
  • Serve as the primary point of contact for government agencies, PMOs, subcontractors, and industry partners
  • Ensure alignment with customer priorities and overall program strategy

Budget & Contract Management:

  • Manage program budgets, forecasting, expenditures, and cost tracking
  • Oversee contract execution in compliance with FAR/DFARS requirements
  • Coordinate subcontractors, vendors, and procurement activities
  • Identify cost savings and operational efficiencies

Technical & Program Oversight:

  • Collaborate with engineering teams to evaluate and integrate new technologies
  • Ensure deliverables meet technical and customer requirements
  • Drive continuous improvement across the program lifecycle

Compliance & Risk Management:

  • Ensure compliance with DoD regulations, export control laws, and internal policies
  • Identify and mitigate program risks, developing contingency plans as needed
  • Maintain accurate documentation, reporting, and stakeholder communication

What You’ll Need:

  • U.S. Citizenship with the ability to obtain a security clearance
  • Bachelor’s degree in Engineering, Business, or a related field
  • PMP (Project Management Professional) certification required
  • 5 years of experience managing DoD programs and contracts
  • Demonstrated expertise in budget management, contract execution, and vendor/subcontractor oversight
  • Solid understanding of DoD acquisition processes, including FAR/DFARS
  • Proven experience leading Integrated Project Teams and cross-functional initiatives
  • Strong technical aptitude with the ability to interpret and communicate complex systems
  • Excellent communication, leadership, and organizational skills
