SUMMARY:

The Environmental Compliance Engineer supports environmental permitting, stormwater management, civil/agricultural engineering, and biosolids regulatory initiatives for public and private sector clients, with a strong emphasis on regulatory compliance, technical project delivery, and strategic development. This role is responsible for preparing and managing permit applications, supporting engineering design, evaluating national and state biosolids regulations, and developing implementation strategies that help clients, utilities, municipalities, and industry stakeholders. The position combines environmental permitting and compliance execution, technical project management responsibilities, and active participation in biosolids regulatory strategy, policy development, and stakeholder engagement.

Key Responsibilities

Regulatory Compliance, Permitting, and Agency Coordination

  • Maintain advanced working knowledge of Pennsylvania environmental permitting programs administered by the Pennsylvania Department of Environmental Protection, including Chapters 102, 105, 91, 92a, 271, 271a, and 299, with emphasis on NPDES, stormwater, and residual waste compliance
  • Interpret and apply applicable state and federal regulations to support project permitting strategies, biosolids management decisions, and engineering design recommendations
  • Prepare and manage permit applications and supporting technical documentation for National Pollutant Discharge Elimination System permits, erosion and sediment control, post-construction stormwater management, water obstruction and encroachment, and residual waste permits
  • Develop technical narratives, calculations, reports, and exhibits including E&S plans, PCSM reports, biosolids management documentation, and permit justifications
  • Review permit packages for completeness, consistency, technical defensibility, and regulatory compliance prior to submission
  • Coordinate directly with regulatory agencies to resolve technical comments, respond to permit review feedback, and facilitate approvals through final permit issuance
  • Advise clients on permit obligations, operational requirements, compliance risks, and long-term regulatory strategies while supporting compliance reporting and regulatory correspondence

Biosolids Regulatory Monitoring and Policy Support

  • Monitor federal and state biosolids regulations, policy developments, and emerging guidance related to land application, residual waste management, PFAS considerations, nutrient management, and beneficial reuse practices
  • Evaluate regulatory changes and assess impacts on utilities, municipalities, industrial generators, landowners, and other stakeholders involved in biosolids management
  • Develop technical recommendations and implementation strategies that support clients and industry partners in adapting to regulatory changes, maintaining compliance, and implementing best management practices
  • Prepare white papers, technical memoranda, policy summaries, and briefing/client presentation materials for regulatory agencies and industry groups
  • Represent the firm in regulatory meetings, workshops, industry associations, and agency coordination efforts related to biosolids policy and program development

Engineering Design, Technical Leadership, and Project Management

  • Perform and oversee engineering design tasks related to grading, drainage, stormwater management, utility coordination, biosolids handling systems, and site civil design
  • Prepare and review calculations, sketches, diagrams, specifications, and construction support documents for permitting and infrastructure projects
  • Provide technical guidance and mentorship to junior staff supporting permitting, compliance, and engineering assignments
  • Manage project scope, schedule, budgets, and coordination with internal technical teams and external stakeholders
  • Support proposal development, scope preparation, fee estimating, and business development efforts for permitting and compliance assignments
  • Prepare technical memoranda, reports, and recommendations for client review, regulatory submission, and executive decision-making


Preferred Qualifications:

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, or related engineering discipline
  • 5 years of consulting experience in environmental permitting, compliance engineering, civil/site engineering, water resources, biosolids management, or residual waste programs
  • Professional Engineer (PE) licensure preferred; Engineer-in-Training (EIT) with strong progression toward PE considered
  • Strong experience with NPDES permitting, stormwater management, biosolids land application, and Pennsylvania/or comparable regulatory programs
  • Familiarity with federal biosolids regulations under 40 CFR Part 503 and state level residual waste and biosolids requirements strongly preferred
  • Experience preparing technical reports, policy summaries, and regulatory strategy documents for municipal, industrial, and public-sector clients
  • Demonstrated ability to coordinate with regulatory agencies, support client advisory services, and manage permitting efforts with limited oversight
  • Proficiency with AutoCAD Civil 3D, hydrologic/hydraulic modeling tools, and Microsoft Office applications preferred
