WORK OBJECTIVE

This is professional administrative and management work assisting the General Manager of Bus, Paratransit and Mobility Services in carrying out the activities necessary for effective and efficient performance of bus transportation functions and through personal attention to administrative details including operational planning and direction. The incumbent has direct supervisory responsibility over the bus stations’ supervisors and staff. Considerable independence of judgment and actions are inherent at this level, and authority is delegated commensurate with this high degree of responsibility. Duties are performed under the direct supervision of the General Manager of Bus, Paratransit and Mobility Services and are reviewed by conferences and results obtained.

Essential Functions

  • Plans, organizes, supervises and coordinates the operations of the bus location transportation services.
  • Develops, plans, recommends and implements policy, procedures and solutions to operational issues and problems.
  • Implements operator safety and customer service training programs; evaluates effectiveness of training programs; investigates accidents and reviews accident reports completed by subordinates for accuracy and thoroughness.
  • Acts as liaison regarding operational matters with other transportation agencies.
  • Recommends implementation of route design, transportation schedules and operating rules and regulations.
  • Implements bus transportation key performance metrics, goals and objectives and ensures they are met.
  • Ensures that the bus location is consistent in the application of company policy.
  • Maintains reliable and safe bus service under normal, special and emergency conditions.
  • Coordinates the work of bus transportation supervisor and staff (e.g., assigns work; adjusts work assignments to maintain work flow and meet deadlines; establishes priorities; ensures the implementation of policies and procedures).
  • Reviews, investigates and responds to customer service complaints and feedback. Uses feedback to track trends, coach operators, offer corrective action and suggest systemwide improvements.
  • Determines appropriate operating location personnel levels; manages personnel levels so as to maximize productivity; interviews and recommends new employees for hire; ensures that proper training is provided; deals with staff problems and concerns.
  • Represents the company to the union in labor relations matters, as well as interprets and ensures adherence to the collective bargaining agreement.
  • Forecasts future personnel needs.
  • Formulates the location’s operating budget (e.g., receives personnel equipment input from subordinate supervisors; monitors actual expenditures against budgeted expenditures).
  • Participates in labor negotiations and personnel administration as needed or required (e.g., assists in setting work standards to be followed; identifies training needs and approves training assignments; resolves formal and informal complaints and grievances; conducts annual performance evaluations).
  • Ensures compliance with federal, state and local law and regulations (e.g., Motor Vehicle and Traffic Law, Department of Transportation, Americans with Disabilities Act).
  • Ensures site compliance with applicable Drug/Alcohol Testing Programs.
  • Reviews daily operations to identify and resolve deficiencies (e.g., vehicle requirements, personnel shortages).
  • Completes all required Metro, NFTA, and outside agency reports.
  • Performs additional duties and tasks as assigned.

KNOWLEDGE, SKILLS, And ABILITIES

Knowledge of bus transportation system operations, including principles of organization, routing and scheduling. Knowledge of federal, state and local laws, legislative mandates, policies and guidelines related to the operation of a public transportation system. Knowledge of principles and practices of supervision including employee relations, performance evaluation, employee motivation and training, delegation and employee discipline. Ability to analyze and recommend solutions to complex operational and personnel problems and issues. Ability to make sound decisions, establish and maintain procedures for effective daily operation of the bus transportation system. Ability to establish and maintain effective working relationships with subordinates, employees, outside agencies, vendors, and the public. Ability to interpret and enforce Authority rules, policies and memoranda of understanding. Ability to operate a computer including word-processing, spreadsheet and database software applications. Ability to communicate clearly and effectively orally and in writing.

Minimum Qualifications

A Bachelor’s degree in public administration, business administration or related field and six (6) years of progressively responsible experience in transportation, including at least two years of supervisory experience, or an equivalent combination of education, training and experience.
