The Education Program Specialist II serves as lead technical program expert responsible for administering, managing, coordinating and evaluating the federal McKinney-Vento program, including developing and carrying out the State McKinney-Vento plan; coordinating and collaborating with school and school system staff, homeless services providers, early childhood programs, and community-based organizations; providing technical assistance to and providing monitoring of school systems; responding to inquiries from parents, guardians, and youth, to ensure that each child or youth who is the subject of such an inquiry receives the full protections and services provided by federal and state law; and providing leadership to the Maryland State Department of Education (MSDE) and local education agencies (LEAs) to develop, review, and revise policies to remove barriers to the identification, enrollment, and retention in school of children and youth experiencing homelessness. This specialist will use knowledge and experience in federal and State regulations, MSDE’s goals and initiatives, public education, school improvement, research and practices, staff development and training related to implementing educational programs for children and their families. This position will support the Title I, Part A program, as needed.

Responsibilities Include

  • Provide leadership, coordination, consultation, technical assistance and management of the Education for Homeless Children, under the McKinney-Vento Act
  • Implement the Education for Homeless children program by ensuring that the State and all LEAs are compliant
  • Provide technical assistance to staff in all LEAs
  • Create and implement programs of professional learning for school and LEA staff
  • Analyze, review, and provide leadership in revising policies to remove barriers and increase retention in school of children and youth experiencing homelessness
  • Manage homeless education grants; oversee implementation of programmatic and fiscal aspects of the grants
  • Represent MSDE on workgroups, councils and conferences
  • Make required site visits according to federal and MSDE schedules and guidelines
  • Participates in and supports various office, division, intradepartmental, and cross-divisional programs and teams
  • Provide support to the Title I, Part A Program as needed

Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.

Experience: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to Title I or Education for Homeless Children at the Federal, State Education Agency, or LEA central office level.

Notes

  • Candidates may substitute two additional years of experience directly related to the position option for the required education.
  • Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.
  • The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

  • Experience with federal or state education policy and regulations for grant management at the Federal, State Education Agency, or LEA central office level.
  • Experience supporting the implementation of the McKinney-Vento Act
  • Experience with the design and development of the process and materials to support the Education for Homeless Children and Youth and the state and federal guidelines and compliance
