- Lead & develop the team: Set goals/KPIs, assign and review work, and build a culture of service and accountability.
- Own fiscal administration: Translate scopes to budgets, monitor spend vs. plan, prevent unallowable costs and drive timely reimbursements.
- Drive purchasing & contracting: Oversee scopes, solicitations, evaluations, and Adobe Sign routing, and lifecycle compliance; maintain audit-ready files.
- Coach partners & recipients: Provide clear guidance on eligibility, allowability, and documentation; host regular check-ins to track outcomes.
- Ensure compliance & audit readiness: Enforce policy, deliver accurate mid-year/annual reporting, and coordinate any corrective actions.
- Continuously improve: Use data to reduce cycle times and error rates; implement SOPs, templates, and training that scale. Strong satisfaction from internal teams and external recipients
- Bachelor’s Degree in Human Resource Management, Finance, Business or any related field.
- Four (4) years of progressively responsible experience in Human Resource Management, finance or any related field.
- An equivalent combination of education and experience may be substituted, which together total 8 years.
- 2 years supervising analysts/specialists in government, non-profit, or higher-ed financial/contracting settings
- Hands-on leadership of procurement/contracting workflows (scopes, evaluations, administration, change orders, performance)
- Experience implementing portfolio-level improvements (templates, SOPs, training)
- Familiarity with Commission enterprise systems (e.g., requisitioning/AP) and Adobe Sign
- Expertise in financial management, purchasing/contracting, and program analysis
- Advanced problem-solving with sound judgment on complex, sensitive issues
- Excellent communication and stakeholder management skills
- Strong documentation and records management; proficiency with modern office/enterprise systems
