Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

This position offers a salary range of $58,428 - $82,155, with potential for advancement up to $90,709 over time based on longevity and increased responsibilities. Initial salary offers are determined by qualifications, experience, equity, and available budget, and will not exceed $82,155.

Main Purpose of Job

The OAG is seeking qualified applicants for an Administrative Officer to serve as the Office Manager at the Maryland Lottery and Gaming Control Agency (MLGCA). The MLGCA regulates and oversees all of Maryland’s lottery, casinos, sports wagering, fantasy competitions, instant electronic bingo, instant ticket lottery machines at veterans’ organizations, electronic gaming devices, skills-based amusement devices, and family amusement centers. In FY 2024, revenue from Maryland’s lottery, casinos, sports wagering, and fantasy competition operations contributed $1.585 Billion to the State’s schools, public health and safety initiatives, and many other vital services and programs.

The MLGCA’s OAG unit is housed within MLGCA’s offices, and is comprised of a Principal Counsel, Deputy Principal Counsel, Senior Counsel, and three Assistant Attorneys General. We provide legal advice and counsel to MLGCA about its gaming/regulatory work, including investigating and licensing hundreds of individuals and businesses; taking enforcement action against licensees; ensuring compliance with statutory and regulatory requirements for gaming operations; prioritizing responsible gaming; and taking action against illegal gaming operators. We also advise the Maryland Lottery and Gaming Control Commission, a seven-member public body which meets monthly, and has authority to promulgate regulations, approve MLGCA contracts, and conduct evidentiary/due process hearings. In addition to gaming/regulatory work, we also advise MLGCA on State government issues, including procurement, employment, personnel, fiscal, and IT, and compliance with the Public Information and Open Meetings Acts, and various State and federal laws. The unit’s work is about 70% transactional and 30% litigation.

POSITION DUTIES

  • Create and use database logs, assign and track incoming work, balance assignments and workflow among attorneys, and monitor deadlines for completion of work.
  • Conduct basic legal research, such as Maryland Judiciary Case Search, SDAT, and MVA records.
  • File required pleadings and exhibits in litigation before the Office of Administrative Hearings, and State and federal courts, including electronic filing using MDEC, PACER, and ECF.
  • Assist with document retrieval, review, production, which requires organizing, labelling, and indexing documents for litigation, PIA requests, and subpoenas, using Adobe for redactions.
  • Monitor court dockets and filing deadlines and notify attorneys of important dates.
  • Coordinate with MLGCA staff to procure and maintain necessary office services, supplies, furniture, equipment, and legal publications/subscriptions using eQuip.
  • Organize and maintain unit’s electronic files.
  • Respond to requests from MLGCA staff, OAG, and other stakeholders.
  • Process incoming/outgoing mail.
  • Schedule and attend meetings, take notes, and provide as-needed assistance to attorneys.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative or professional work experience to include managing an office. Candidates must be proficient using Google Workspace, Excel, Adobe, and Microsoft Office; can consistently produce accurate, timely work with limited supervision, and possess strong organization, verbal and written communication skills, and detail oriented.

Desired Or Preferred Qualifications

The ideal candidate will have:

  • Three years of experience working in a legal office and/or as a paralegal or legal assistant.
  • Experience organizing and maintaining attorneys’ litigation files, and preparing documents and exhibits for filing with OAH, and State and federal court.

State employees are eligible to participate in two supplemental retirement plans: the 457 Deferred Compensation Plan and the 401(k) Savings and Investment Plan. The State also offers a free mass transit benefit for local bus and express bus services.
