Job Summary

The Association is seeking a Senior Policy Analyst, Care Transformation & Finance to join our team in Elkridge, MD. Reporting to the SVP and VP of Care Transformation & Finance, the Senior Policy Analyst will serve in a critical role to execute MHA’s comprehensive advocacy strategy for Maryland’s hospitals on payment, quality, and population health related issues.


Essential Duties and Responsibilities

  • Monitor and interpret HSCRC federal and state policy proposals that impact hospitals including financial performance measurement, quality and access implications, population health improvement, and incentive structures
  • In collaboration with MHA’s Health Care Analytics team, monitor and track Maryland hospitals’ performance on key measures related to financial stability, care quality, and population health strategies important under the AHEAD Model
  • Aggregate and synthesize information, data, and complex concepts into a meaningful and easily understood format that will support MHA’s advocacy efforts
  • Work with senior staff to prepare materials for technical and policy work groups, councils, member site visits, and external health care audiences. Materials could include issue briefs, data and concept visualizations, comment letters, Power Point presentations and talking points
  • Conduct background research on relevant policies to inform advocacy approach
  • In collaboration with MHA’s Communications and External Affairs team, provide research and write content for MHA’s hospital field newsletters
  • Produce easy-to-understand tables, graphs and PowerPoint slides
  • Represent MHA at meetings and bring back key discussion items and flag action items and potential areas of concern


Education and Experience

  • Master’s level degree in healthcare administration, public health, or other related field preferred
  • A minimum of two to three years relevant hospital field or health policy experience required


Qualifications

  • A combination of strong policy analysis skills including comfort with interpreting quantitative and qualitative research or policy proposals
  • Familiarity with Maryland’s unique hospital finance system or federal hospital-related policies 
  • Ability to understand health care issues and challenges, relate them to MHA and stakeholder needs, and propose appropriate solutions.
  • Strong Excel and Power Point skills to organize and display data and information to facilitate decision-making
  • Strong writing skills and ability to synthesize qualitative and quantitative data and summarize policy information in simplified language
  • Strong planning and coordination skills with the ability to organize development of internal and external deliverables
  • Active listener with the ability to adapt communication style to audience
  • Ability to communicate effectively in public forums with state officials, hospitals, payers and other healthcare system stakeholders
