What are the responsibilities and job description for the Administrator IV/Senior Policy Analyst position at Maryland Cannabis Administration?
## Main Purpose of Job
This position will be responsible for providing policy research and analysis support to the Maryland Cannabis Administration (MCA)'s Office of Policy and Government Affairs (OPGA)' Division of Policy Implementation (DPI). This position will support the OPGA/DPI in legislative and regulatory matters, including conducting legal and policy research; drafting legislation and position statements supporting the Administration's position; responding to public comments on proposed regulations; and serving as a liaison to industry stakeholders.
This position will also be responsible for making recommendations to both the Chief of the OPGA and the MCA Director regarding policy issues, as well as for advising the OPGA Chief and other MCA departments on cannabis statutes, regulations, and policies. Therefore, this position will require regular use of independent judgment and analysis in applying and interpreting rules and regulations, in accordance with agency laws and policies.
## MINIMUM QUALIFICATIONS
Education
:Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience
:Six years of administrative staff or professional work experience.

The desired candidate should have professional experience dealing with legislative and regulatory matters at the State and/or federal level, including experience within an agency or organization's department of legislative services. The desired candidate should also have professional experience with both cannabis and tax policies, as well as with accounting, finance, budget, and/or any related fields.
Additionally, the desired candidate should have professional experience evaluating, analyzing, and/or implementing policies and programs, along with professional experience analyzing proposed legislation and legislative or statutory language, including drafting regulatory, sub-regulatory and/or legislative language. Furthermore, the desired candidate should have professional experience managing multiple projects and meeting deadlines.
Finally, the desired candidate should have professional experience and/or an educational background in Public Policy or Public Administration.

- Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to four years of the required experience.
- Candidates may substitute the possession of a Bachelor's degreefrom an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
- Candidates may substitute the possession of a Master's degree froman accredited college or university for five years ofthe required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer involving staff work relatedto the administration of rules, regulations, policy, procedures, andprocesses; or overseeing or coordinating unit operations; or functioning as a staff assistant to a higher ranking Commissioned Officer, on a year-for-year basis, for the required experience.
