The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking a strategic and innovative environmental leader to oversee critical environmental sustainability and compliance initiatives within the Environment, Safety & Risk Management Office. What You’ll Do

As the Environmental Manager I, you will serve as a key advisor to the ESRM Director while leading a specialized environmental unit responsible for overseeing complex and high-impact initiatives. This position provides leadership and direction for environmental programs, sustainability efforts, regulatory compliance, and environmental risk mitigation strategies across the agency.

The selected candidate will be:

  • Leading and supervising environmental professionals, contractors, consultants, and technical staff
  • Developing and managing innovative environmental and sustainability projects from planning through implementation
  • Researching, analyzing, and evaluating environmental and socio-economic impacts of agency initiatives
  • Developing strategic recommendations to minimize and mitigate environmental risks and impacts
  • Ensuring compliance with Executive Orders, federal and state environmental laws, and MDOT/MVA internal policies
  • Overseeing programs focused on environmental protection, sustainability, and operational compliance
  • Coordinating cross-functional initiatives that support agency-wide environmental goals
  • Serving as a subject matter expert and trusted leader within ESRM

Some of the essential duties of the Environmental Manager I include, but are not limited to the following:

  • Managing multi-disciplined environmental compliance programs (e.g., fuel storage tank, waste management, asbestos-containing materials, lead in paint, stormwater, spill prevention, control and counter measures, etc.) managing employees, contractors, support personnel who carry out tasks related to the program.
  • Managing MVA’s environmental management system (EMS) and internal compliance monitoring programs (e.g., third party audits, internal inspection programs, environmental plan updates, etc.), ensuring programs remain up to date and corrective actions are completed, as needed, to include managing employees, contractors, support personnel who carry out task related to the program and ensuring documentation is properly maintained.
  • Developing plans, specifications, estimates and designs for MVA projects. Identifying the need for consultant support for, procuring necessary support, coordinating consultant participation, and reviewing consultant work product. Managing and forecasting budgetary spending for environmental programs.
  • Developing and implementing new and innovative environmental programs or initiatives that further the MVA’s commitment to environmental compliance, stewardship and pollution prevention

The current vacancy exists at MDOT MVA in the Office of Environment, Safety & Risk Management, which is located in Glen Burnie, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications



PREFERRED QUALIFICATIONS


Education:
Possession of a bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, forestry, horticulture or related sciences, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history, or related fields such as ecology, landscape architecture, or environmental engineering.


Experience:
Seven (7) years of experience in environmental analysis to include the development of plans, specifications, estimates and design, OR seven (7) years' experience in environmental management to include the development, implementation, and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations. One (1) year of the experience must have involved functioning as a team leader or overseeing the work of consultants or contractors in an environmental area.

Notes:

1. Possession of a Master's degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience.

2. Possession of a Doctorate's degree in one of the disciplines required may be substituted for two years of the required non-supervisory experience.

3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.


Licenses & Certifications

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The Environmental Manager I will be expected to complete training and/or achieve licensure/certification in the following media areas: asbestos, lead in paint, stormwater, hazardous waste, fuel storage tanks, and/or sustainability. Candidates who currently possess certifications, licensures, accreditations, etc. in any of these media areas should upload copies with their application and provide copies during the interview process.
