The ACT Team Program Manager provides leadership, oversight, and coordination of the Assertive Community Treatment (ACT) program, ensuring high-quality, recovery-oriented, community-based behavioral health services for adults with serious mental illness. The Program Manager supervises multidisciplinary team members, ensures compliance with West Virginia Medicaid and Bureau for Behavioral Health requirements, monitors program outcomes, and promotes person-centered care that supports recovery, independence, and community integration.

Job Responsibilities:
  • Provides daily leadership and administrative oversight of the ACT Team.
  • Supervises and evaluates clinical and non-clinical staff, including scheduling, performance management, coaching and, professional development.
  • Ensures fidelity to the ACT model and compliance with state, federal, Medicaid, and accreditation standards.
  • Facilitates daily ACT team meetings and coordinate treatment plans.
  • Monitors client admissions, discharges, service delivery and caseload assignments.
  • Ensures timely and accurate clinical documentation, billing and reporting in accordance with corporate, Medicaid, and regulatory requirements.
  • Maintains effective working relationships with patients and other employees.
  • Collaborates with hospitals, crisis services, law enforcement, housing providers, and community partners to coordinate care.
  • Monitors program quality indicators, client outcomes, and performance improvement initiatives
  • Participates in on-call rotation as required.
  • Promotes a trauma-informed, recovery-oriented, culturally responsive approach to service delivery.
  • Ensures patients and families receive appropriate education regarding, treatment, services, and recovery to promote understanding and engagement.
  • Maintains confidentiality and compliance with HIPAA and agency policies.
  • Performs other duties as assigned.
Education:
Master's degree in Social Work, Counseling, Psychology, Psychiatric Nursing, Healthcare Administration, Public Health, or a closely related behavioral health field required. Current West Virginia licensure in an applicable behavioral health discipline (e.g., LICSW, LPC, LPCC, Licensed Psychologist, APRN, or RN), if required by the applicant's discipline, is preferred. Additional certifications in behavioral health leadership, program management, or evidence-based practices such as Assertive Community Treatment (ACT) are preferred.

Minimum Qualifications:
Minimum of three (3) years of experience working with individuals with serious mental illness
At least two (2) years of supervisory or management experience in behavioral health or human services.
Knowledge of Assertive Community Treatment (ACT) principles and evidence-based practices.
Valid WV driver’s license and acceptable driving record.
Ability to travel throughout the service area.

Preferred Qualifications:
Previous ACT Team leadership experience
Experience with Medicaid documentation, utilization management, and behavioral health regulations.
Familiarity with WV Bureau for Behavioral Health standards and ACT fidelity measures.
Demonstrated ability to supervise multidisciplinary teams and coordinate services across community partners.
