Mark Thomas is hiring a Deputy District Manager (DDM) to support the District Manager in managing client sanitary sewer districts, and other sanitary engineering projects assigned to the company's District Management Division out of the Cupertino office. This is accomplished by managing work, developing, and mentoring staff. The DDM provides effort and engagement for continuous process improvement, supporting successful business operations and embracing/extending the brand and reputation of the Company. The DDM also develops and mentors staff and takes on assigned roles and responsibilities in the absence of the District Manager.
RESPONSIBILITIES
- Builds and maintains Mark Thomas’s reputation as the preferred choice for District Management services.
- Provides project team leadership for engineering studies and/or designs for sewer system pipeline and/or pump station projections.
- Manages quality, scopes, schedules, and budgets for districts projects.
- Participates with California Professional Organizations like California Water Environment Association (CWEA) Collection Systems Committee, California Association of Sewer Agencies (CASA) Collection Systems Workgroup, California Alliance for Sewer System Excellence (CASSE), and Bay Area Clean Water Agencies (BACWA).
- Communicates well to all levels of the organization, and to the public.
- Supports the District Boards as delegated by the District Manager.
- Attends Board meetings, prepares agenda and supporting information, manages meeting minutes – including review, action items, and distribution.
- Implements and updates the Sanitary Sewer Management Plan (SSMP) for the Sanitary Districts.
- Registers as a Legally Responsible Official (LRO) for the Sanitary Districts.
- Files Statements of Economic Interests (Form 700) for the Sanitary Districts.
- Develops staff to meet the demands of projects and clients and to realize career goals.
- Clearly communicates the Mark Thomas vision and goals to staff.
- Acts on behalf of the District Manager in their absence.
- Actively participates in proposals, business development activities, presentations for winning work.
- Reviews and analyzes existing contracts with sewer districts managed by Mark Thomas.
- Participates in interviewing and selecting engineering candidates for the districts.
- Promotes and supports an inclusive work environment.
QUALIFICATIONS
- 10– 15 years of consulting industry or public works experience including water/sewer systems engineering design including pump stations, operations & maintenance, hydraulics, systems modeling, best practices, and project management.
- California Professional Engineer (PE) license required; or PE in another state with the ability to obtain CA Licensure within one year.
- Bachelor of Science degree in Civil/Sanitary Engineering; MS in engineering a plus.
- Strong communications skills, both verbal and written.
- Proficient in basic engineering and project management software.
- Demonstrated understanding of budgets, financial reports, trends, patterns.
- Proficient in making presentations at public meetings and hearings.
- Experience with handling public complaints, emergency response plans.
- Experience in marketing, BD, and promotional skills.
- Experience with inflow and infiltration (I/I) reduction projects a plus.
- Knowledge of new California Waste Discharge requirements.
- Knowledge of Sewer System Management Plans (SSMPs).
- Ability to successfully chase, sell, and secure relevant project work with new and existing clients; actively mentors others to do the same.
- Ability to develop and maintain professional relationships with a variety of unique and diverse people and personalities.

The offered rate of compensation (California locations only) will be based on individual education, experience, knowledge, skills, and abilities in addition to internal equity and geographic location. Qualified candidates must work out of the Cupertino districts office at least 2 days a week and more often when business dictates.
