 We perform maintenance and modernization on all classes of major surface vessels, including CVN, CG, and DDG, as well as amphibious ships such as LHD, LHA, LSD, LPD, and auxiliary ships. Our work spans a full range of Combatant, Hull, Mechanical and Electrical, and Habitability systems, supporting the readiness and mission success of the U.S. Fleet.

Position Specifics

The Contracts Pricing Specialist is responsible for developing, evaluating, negotiating, and maintaining the pricing of contract modifications, changing orders, and equitable adjustments for customer-funded programs. This role prepares labor, material, subcontract, and indirect cost estimates associated with contract changes and ensures that all pricing actions comply with Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS), Cost Accounting Standards (CAS), and contract terms.

The CMPA directly supports customer billing, contract funding, and program execution by translating scope changes into compliant, supportable, and auditable pricing packages. This position performs work that is allowable, allocable, and directly attributable to individual customer contracts and is therefore direct-charge eligible.

 

Minimum Requirements

  • Bachelor’s degree in finance, Accounting, Business, Engineering, or a related field
  • Equivalent work experience is also considered
  • Prior experience in government contracting, ship repair, shipyard operations, manufacturing, or defense programs preferred
  • Experience supporting DCAA and DCMA audits strongly preferred
  • Full working knowledge of FAR, DFARS, CAS, and government contract pricing principles
  • Experience preparing cost estimates and pricing packages for contract modifications and REAs
  • Strong analytical and problem-solving skills with the ability to interpret technical scope, schedules, and cost data
  • Proficiency in Excel-based pricing models and cost estimating tools
  • Ability to communicate effectively with program, technical, contracts, and customer stakeholders
  • Strong attention to detail and documentation discipline to support audit readiness
  • Must be able to successfully obtain and maintain required security credentials to access authorizations to enter U.S. Navy installations and board U.S. Navy vessels
  • Must comply with all customers, installation, and vessel access requirements, including background checks and identification credentialing
  • Complies with all Environmental, Health, Safety, and Security Policies and Procedures
  • Demonstrates the highest standards of professional and ethical behavior, putting the company values and commitments at the forefront of decisions and actions.
  • Fosters openness and early detection of possible ethics, compliance, and contractual issues to support early intervention of nonconformities and/or compliance violations.
  • Fulfills all training and development activities in accordance with designated deadlines.
  • Develop detailed cost estimates for contract modifications, change orders, requests for equitable adjustment (REA), and supplemental agreements
  • Analyzes labor hours, material requirements, subcontractor proposals, schedule impacts, and indirect costs related to scope changes
  • Prepares and maintains pricing workbooks, backup documentation, and narratives supporting customer and audit review
  • Coordinates with Program Management, Engineering, Production, and Supply Chain to validate scope, schedule, and cost impacts
  • Supports negotiation of change orders and modifications with customers and prime contractors
  • Supports Contract Administrators in the obligation, de-obligation, and adjustment of customer funding
  • Ensures pricing aligns with contract ceilings, funding limits, and authorized scope
  • Maintains historical change order pricing data for audit, forecasting, and future estimating
  • Ensure all pricing actions comply with FAR Part 15, FAR Part 31, DFARS, CAS, and contract pricing clauses
  • Support DCAA, DCMA, customer, and internal audits related to change order pricing
  • Identify and resolve pricing risks, unsupported costs, or non-compliant cost elements
  • Performs other related duties as assigned
  • Combination of office, shipyard, and shipboard work environments
  • Regular performance of ship checks and onboard inspections to validate scope, access conditions, and work requirements
  • Exposure to heavy industrial maritime conditions, including:
  • Noise, vibration, and operating machinery
  • Confined spaces, ladders, stairways, and uneven or slippery surfaces
  • Varying temperatures, weather conditions, and outdoor environments
  • Required use of personal protective equipment (PPE), which may include:
  • Hard hats, safety glasses, hearing protection, protective footwear, and respiratory protection as required
  • Compliance with shipyard, vessel, and customer safety protocols is mandatory
  • May encounter rapid changes in microclimates, industrial processes, and other environmental factors while collecting data


Physical Requirements

  • Frequent sitting and physical ability to operate computers and office equipment
  • Ability to stand, walk, climb ladders and stairways, bend, crouch, kneel, reach, and maneuver through shipboard and industrial spaces
  • Ability to traverse uneven surfaces and tolerate industrial noise and environmental conditions
  • Ability to wear required PPE in accordance with company and regulatory requirements
  • Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions
  • May be exposed to rapid changes in microclimates industrial processes, and other environmental factors while collecting data, providing direction, and observing performance of task teams
  • Ability to move up to 40 pounds
