Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! This position is located at Headquarters, Quantico, VA. Candidates selected for this position will serve as an Outreach Specialist- Marine for Life Network.

Major Duties

Serves as the Outreach Specialist, Marine for life Network, Personal & Professional Readiness Branch, Marine and Family Programs Division, Headquarters Marine Corps. Supports efforts to build and sustain the Marine For Life (M4L) Network , and connect transitioning Marines and families with employers, educational institutions, non-profits and others who can assist with reintegration into civilian life.

Conducts routine assessments of the current strength, depth and utilization of the M4L Network and leads or participates in working groups to develop strategic plans for short and long-term outreach efforts. Develops action plans based on overall strategic plans to include establishing specific national and regional networking objectives to recruit and retain network resources. Directly executes tasks in support of the national objectives and monitors and coordinates execution of regional and local objectives. Direct actions include contacting potential national-level network resources to explain the value of joining the M4L Network, evaluating their organizational capabilities and requirements and identifying key points of contact. Direct actions also include contacting existing network resources to express appreciation for their participation, informing them of any new M4L Network initiatives and ensuring their contact information is up-to-date.

Assists with the development of policies and procedures necessary to affect outreach initiatives/programs. Manages programmatic initiatives that may result from interagency coordination efforts, special task groups or directives from higher authority. Develops procedures to implement directives from higher authority. Assignments involve preparing, attending and conducting briefings; developing program/initiative templates; interpreting regulations; writing policy guidance letters or memos for organization-wide use; and making suggestions to modify existing policy, procedures, and regulations. Provides recommendations on new initiatives to improve and increase opportunities.

Develops, coordinates and communicates outreach efforts to increase awareness and involvement across the country. Independently plans and executes assignments, establishes priorities, and resolves unprecedented problems in accordance with established policies and directives from higher authority, professional guidance, and Marine Corps policies and procedures.

Collaborates with Career Services staff, in particular the Transition Readiness Program team to support the successful transition of Marines. Will provide support as needed to the Executive Transition Readiness Seminar (ETRS) as well as through direct connection of senior-level Marine Corps members to M4L Regional Network Coordinators and other veteran support services. These engagements are specifically designed to meet the unique needs of senior Marines as they transition, with focused discussions on employment status, connection to veteran support services, and overall family impact. The Outreach Specialist will also identify and address any friction points encountered throughout the transition process.

Develops and manages a centralized database of network resources. Ensures all new network resources are added to the database in an accurate and timely manner. Follows up with new resources to foster positive relationships within the network, provide additional information as appropriate, and ensure they are connected to the most appropriate M4L Representative or M4L Regional Network Coordinator for long term relationship management. Must establish support and work effectively with diverse individuals and groups.

Provides centralized tracking of services provided to transitioning Marines through the M4L Network. Receives requests for support through multiple channels ¿ from installation transition personnel, M4L Representatives, or directly from transitioning Marines, military spouses and veterans. Independently handles requests for basic information by building and maintaining a frequently asked question database to address common requests. Refers Marines to the most appropriate network resource as required. Ensures all requests are logged and tracked through completion. Conducts follow up communications as appropriate when requests are fulfilled to assess quality and timeliness of services.

Responds to customer queries received via phone, email, social media, website contact form or other methods. Customers include network participants, transitioning Marines, military spouses and veterans who seek assistance. Provides World Class Customer Service with an emphasis on professionalism and courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and fulfill requests. Takes action to solve problems quickly. Alerts the Marine for Life Section Head when problems arise.

Monitors website and social media channels on a daily basis to ensure content is appropriate, accurate and relevant. Identifies and/or creates new content for publication and reviews all Marine for Life Network submissions to ensure all content is on message, timely and accurate. Creates and manages content posting calendar to ensure an appropriate volume and timing of information dissemination. Reviews and approves requests to join social media properties. Makes recommendations to delete inappropriate content or to remove social media participants who act contrary to established guidelines and executes those actions upon approval.

May be required to work a shift schedule to ensure effective working-hours support for people and organizations across U.S. time-zones. Daily work schedule will be established in coordination with the Marine for Life Section Head. May require travel up to 10% of the time to complete work assignments, attend meetings, or make presentations.

This is a white-collar position with a majority of work conducted in an office environment though lifting of up to 20 pounds may be required.

Performs other related duties as required.

Qualifications

Bachelor¿s degree from an accredited college or university in a related field appropriate to the work of position AND three years of experience in, or related to, employment services, information and referral, sales or recruiting, OR an appropriate combination of education and experience that demonstrates expertise and skill equivalent to that gained in the above. Knowledge of military transition assistance, veterans benefit programs, or similar type programs, is strongly desired. Understanding of the Marine Corps transition process or previous military experience is strongly desired. Ability to communicate effectively (writing, listening, speaking, presenting to small and large groups) to all audiences is essential. Must have experience that demonstrates success in cultivating collaborative relationships with civilian organizations, military personnel and professional colleagues. Must have current knowledge utilizing various office software applications to include SharePoint. Experience using various social media tools is highly desired. Must demonstrate the ability to collect, evaluate, and disseminate information effectively; to track and assess organizational metrics; and to identify and prioritize goals in support of an organizational mission.
