ABOUT THE POSITION

Marin’s Substance Use Services team, which is within the Department of Health and Human Services, Division of Behavioral Health and Recovery Services (BHRS), is committed to addressing substance use and related impacts in Marin County. The Substance Use Services team values collaboration and sees it as a critical component in carrying out its objective to design, implement and manage an effective and culturally responsive continuum of prevention, intervention, treatment and recovery support services. We believe that prevention works, treatment is effective, and recovery is possible.

The Senior Department Analyst is an administrative position within a small, dynamic, and high-performing team dedicated to advancing the County’s substance use services delivery system. The position leads substance use program development and quality improvement initiatives, provides high-level project management and policy support, engages in systems change work, and oversees analytics related to substance use services, including service utilization, outcomes, equity, and state-required performance metrics.
The position is also responsible for: overseeing community engagement and select DMC-ODS policy changes, including supporting implementation across the provider network; leading Strategic Plan evaluation activities, Performance Improvement Projects and other Quality Improvement initiatives; supervising staff and providing mentorship and performance oversight; and serving as a trusted partner to BHRS Operations, Quality Management and HHS Finance on complex, cross-functional initiatives impacting the substance use services continuum.

The ideal candidate is a strategic thinker with demonstrated experience in operational implementation of initiatives that require a combination of both innovative thinking and alignment within state and federal regulations and policies. The role requires cross-system collaboration, strong analytic skills, and the ability to translate data, regulations, and best practices into actionable improvements that enhance service access, quality, equity, and outcomes.
The successful candidate is skilled in change management and relationship management, effectively guiding their team and partners through systems changes. They effectively engage stakeholders, have strong facilitation skills, take initiative, and have the ability to prioritize, and effectively deliver in an environment with multiple and competing demands. The candidate has strong supervisory and leadership skills, a team-oriented approach, and the ability to build trust and make sound, independent decisions.
Experience in administering Drug/Medi-Cal, federal managed care and/or substance use services is desired.

QUALIFICATIONS
KNOWLEDGE OF
  • Principles and practices of business and public administration.
  • Principles and practices of work planning, data collection and analysis, project management and research methodology.
  • Basic supervisory principles and practices depending upon assignment.
  • Applicable laws, rules, and regulations.
ABILITY TO
  • Plan, organize, and conduct research and analytical studies.
  • Plan and direct the work of others on a project or day-to-day basis.
  • Interpret, apply and explain laws, regulations and policies governing program operations.
  • Recognize and resolve problems of a sensitive and/or political nature; negotiate mutually satisfactory solutions and implement recommendations.
  • Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
  • Establish and maintain effective working relationships with those contacted in the course of work, including other departments, community members and organizations, public and private agencies, and local, state and federal agencies.
  • Effectively represent assigned programs, the department and County in meetings and presentations.
