Manos Home Care assists people with disabilities and illnesses in their activities of daily living. Our service takes place in client’s homes and their immediate surroundings. We have been in business over twenty-five years and are the leading provider of non-medical attendant care for Alameda and Contra Costa’s DDS respite and day care programs. Job Summary

Manos Home Care’s administrative team ensures that the organization’s commitment to stakeholders is reflected in daily operations. The HR Specialist supports the Human Resources department by executing high-volume, transactional HR processes. This role focuses on recruitment and onboarding administration, background and reference checks, HRIS data entry, and coordination with internal teams. The HR Specialist prepares onboarding documentation for handoff to the HR Generalist and performs administrative duties in accordance with Manos policies and procedures, maintaining accuracy, confidentiality, and professionalism at all times.

Supervision: The HR Specialist reports directly to the HR Manager. Specific interdepartmental projects may involve reporting to project leads or leading a project. This position does not have supervisory duties.

Essential Job Functions: The HR Specialist must be able to make and receive phone calls; write and respond to emails; use company-approved software programs and databases; generate reports; and maintain professional and courteous communication via phone, email, postal mail, and office visits. This role must be able to follow established operational guidelines and company policies, manage confidential information with discretion, and perform assigned administrative duties with accuracy and attention to detail. The HR Specialist performs these functions in a structured, process-driven environment and escalates matters that fall outside standard procedures. This is not an exhaustive list of essential job functions.

Duties and Responsibilities

  • Execute and coordinate the end-to-end onboarding process for new hires, including completion of onboarding paperwork and accurate HRIS data entry
  • Conduct reference checks for DSP and ILS applicants
  • Conduct, review, and assess background check information, including fingerprinting and driving history, in accordance with established procedures
  • Track onboarding progress and outstanding requirements, following up as needed to ensure timely completion
  • Coordinate with Eligibility, EVV, and internal teams to ensure new hires receive required training access, system credentials, and onboarding communications
  • Prepare complete onboarding documentation for handoff to the HR Generalist for filing and records management
  • Support recruitment coordination and hiring campaigns as assigned
  • Maintain professional communication with applicants, employees, and internal teams
  • Identify onboarding or background check issues that fall outside standard procedures and escalate them appropriately
  • Assist the HR Generalist with file room organization and cleanup projects, including preparing, sorting, and organizing personnel records as directed
  • Provide administrative support to the HR department for large-scale mailings and documentation projects, including ACA and ESOP communications, as assigned

Physical Requirements/Working Conditions

  • Occasional lifting up to ten lbs.
  • Must be able to work in a climate controlled, office environment, as well as in the community
  • Must be able to maintain a clearly defined workspace at home that is clean, free from

distractions and obstructions and is in ergonomically sound condition.

  • Vision must be good or corrected to normal to perform normal job duties.
  • Hearing must be sufficient to understand information and to perform job duties.
  • Ability to read and write in English and Spanish in order to process paperwork and follow up on any actions necessary.
  • Ability to sit for extended periods of time.

· Manual dexterity needed for keyboarding and other repetitive tasks.

Knowledge, Skill, and Experience

Minimum Education Required: High School Diploma

Background Check: A background check including but not limited to the Department of Justice will be performed prior to hire. Harassment Prevention and California Mandated Reporter Trainings are also required.

Minimum Experience Required: At least 2 years of administrative experience required; 2 years of Human Resources experience preferred.

Preferred Education & Experience

  • Well acquainted with MS office suite, DocuSign
  • Fluency in language other than English
