SUMMARY
Under the general supervision of the Equalization Director, develops condensed property descriptions for use in the preparation of assessment and tax rolls, and updates all maps (aerial and overlay reductions). In addition, assists representatives of other governmental units, the general public and sales agents in identifying property boundaries and interpreting policies and procedures of the Equalization Department.
EMPLOYMENT QUALIFICATIONS
Required
· High school diploma with course work in math, data processing and some abilities in computerized mapping and GIS application
· One year of experience in data processing including the use of BS&A, Data Base, Word Processing, spreadsheets
· Experience in GIS computerized mapping and GIS applications
· Thorough knowledge of and understanding of property descriptions and how the Property Tax System works
· MCAO Certification from the State Assessor's Board or the ability and desire to train for MCAO Certification in the second or third year of employment.
· Reasonable knowledge of departmental and other governmental organization, regulations, procedure and policy
· Knowledge of property record keeping systems for assessment purposes
· Thorough knowledge of real property descriptions and ability to interpret, locate and determine size
Preferred
· One year of specialized training in GIS mapping and application
· Prefer Personal Property Examiner Certificate

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Receives or collects deeds and other documents and prepares concise descriptions for use in the equalization process.
2. Codes and otherwise identifies descriptions and cross checks for accuracy. Computes acreage and closely examines metes and bounds descriptions and recorded plats. Assists Assessors in Homestead and transfer process for correct recording.
3. Explains the description process to individuals and provides answers to questions dealing with boundaries, descriptions, tax rationale and ownership.
4. Obtains pertinent information from other County department records, as necessary. This may include receiving and searching out information from offices outside of the County Courthouse, such as the Title &. Abstract Office or various other offices.
5. Prepares tax maps, as necessary. This includes being able to utilize any and all maps available to the department, including aerial and road maps. Highway maps provided by the State are also used in the mapping process.
6. Inserts new or revised description for splitting or combining parcels to the proper place in record sequence and enters to the computer.
7. Notifies pertinent parties of inconsistencies or errors in deeds as noted.
8. Conducts extensive cross checks of maps and supportive data to tax descriptions to make sure they agree. Checks printouts for technical error and omissions.
9. Receives procedural instructions and system revision information from the Equalization Director.
10. Leads clerical support personnel on particular task assignments. Clarifies most questions raised by clerical help. Assigns many tasks to clerical personnel and makes sure tasks are completed according to plan. Leads or oversees Property Description Specialist position.
11. Assists in various appraisal procedures including mapping property descriptions on appraisal cards, field work and calculating appraisal cards.
12. Answers phone and assists walk‑in counter traffic.
13. Serves as the GIS Technician in the process of creating, updating, maintaining and producing County tax maps including shape files for aerial photographs and base maps for Manistee County Geographic Information System utilizing GIS software.
14. May assist in preparation of summer and winter tax rolls.
PHYSICAL REQUIREMENTS
Must be able to communicate using written, verbal and computer methods. Must be able to operate computer equipment for extended periods of time. Must be able to walk, sit and/or stand for long periods of time. Must have the ability to independently lift up to 50 pounds occasionally and 25 pounds routinely. Must be able to walk long distances in various types of terrain to conduct appraisals of property and structures. Must be able to climb stairs in order to conduct appraisals of structures. Must be able to bend, stoop and kneel to make measurements and appraisals.
WORKING ENVIRONMENT
Works in office and outside conditions. Requires periodic travel to various sites throughout the County in various types of weather.
