The Manhattan Strategy Group (MSG) LLC, a rapidly growing management consulting firm, is seeking Project Director for an upcoming opportunity in support of the Department of Labor’s Office of Job Corps.
The Project Director serves as the senior lead and primary point of accountability for all contract performance, providing strategic oversight, technical direction, and leadership to ensure successful delivery of Data Integrity, Research, and Evaluation (DIRE) services in support of the Department of Labor’s Office of Job Corps.

The Project Director serves as the senior lead and primary point of accountability for all contract performance, providing strategic oversight, technical direction, and leadership to ensure successful delivery of Data Integrity, Research, and Evaluation (DIRE) services in support of the Department of Labor’s Office of Job Corps.
Key Responsibilities
- Provide overall leadership and management of contract performance, ensuring alignment with WIOA requirements and Job Corps objectives
- Serve as the primary liaison to the Contracting Officer (CO) and COR, ensuring clear communication and responsiveness
- Oversee execution of:
- Data validation, reporting, and analytics
- Data integrity audits (DIA)
- Research, evaluation, and policy recommendations
- Lead development and refinement of performance accountability systems (PAS, WPR, OMS)
- Ensure delivery of high-quality technical products, reports, and policy recommendations
- Oversee Performance Improvement Plan (PIP) processes and program performance monitoring
- Direct risk management, quality assurance, and compliance activities
- Manage staffing, continuity of operations, and performance of key personnel
- Master’s degree (or higher) in a relevant field
- 15 years of experience in:
- Federal program evaluation and policy analysis
- Data integrity audits, statistical analysis, and reporting
- Workforce development programs (preferably Job Corps/WIOA)
- Demonstrated experience leading large-scale federal contracts of similar scope
- Strong knowledge of WIOA performance measures and reporting systems
