Schedule: 8:00 AM – 4:00 PM (35 hours/week) with a 1-hour lunch
About the Role
Manchester Housing Authority helps connect individuals and families to safe, affordable housing through federally and state-funded rental assistance programs.
In this role, you’ll administer RAP, TRAP, and Section 8 assistance, support tenants and landlords, and keep accurate files and program data. You’ll coordinate eligibility and annual recertifications, rent calculations, inspections, and required documentation in line with HUD and Connecticut DSS requirements.
What You’ll Do
· Process applications, annual recertifications, and interim changes.
· Determine eligibility and calculate tenant rent and housing assistance payments according to program regulations.
· Maintain complete, accurate participant and landlord files, correspondence, and supporting documentation.
· Serve as a primary point of contact for tenants, applicants, landlords, and partner agencies; respond to questions and help resolve issues.
· Coordinate required appointments and inspections; follow up to support timely completion.
· Enter data in required systems (e.g., PHA Web) and prepare required reports and documentation for internal review and funding agencies as applicable.
· Safeguard confidential information and follow all applicable federal/state requirements and Authority policies.
What We’re Looking For
Required Qualifications
· High school diploma or equivalent.
· Strong written and verbal communication skills.
· Proficiency with Microsoft Office and ability to learn specialized housing software (e.g., PHA Web).
· Ability to interpret and apply policies, procedures, and regulations accurately.
· Excellent time management, attention to detail, and ability to meet deadlines.
· Professional judgment and discretion when handling confidential information.
Preferred Qualifications
- Background in housing programs or social services
- Knowledge of HUD and DSS regulations
Physical & Other Requirements
· Ability to lift and carry files, bend, kneel, and travel locally to meet with tenants and landlords as needed.
· Valid driver’s license.
· Successful completion of a criminal background check and any pre-employment screening required by the Authority.
Selected candidates must be prepared to complete a criminal background check and pre-employment drug screening.
