Work Location: 9000 Town Center Parkway, Lakewood Ranch, FL 34203
Work Hours: Monday - Friday, 7:00am - 5:00pm (Flexible)

Expected Starting Hourly Range: $23.67 - $29.59

Assists in the administration of Manatee County's impact fee program, which supports new County infrastructure relating to parks, roads, law enforcement, libraries, and public safety. Reviews land development applications and building permits to determine compliance with the County Impact Fee Ordinance and Land Development Code. Determines appropriate land use categories and calculates corresponding impact fees for new construction and renovations. Supports long-term planning activities by gathering, managing, and analyzing data through geographic information systems (GIS).

Employment screenings, as outlined in the Personnel Policy, Rules, and Procedures Manual, will be conducted in compliance with applicable federal and Florida Laws. 

Working Conditions:

The work environment may include exposure to high noise levels while performing certain essential job functions. The position requires the ability to lift and move objects weighing up to 25 pounds independently and up to 50 pounds with assistance, with or without reasonable accommodation. The role involves sitting for extended periods while working on a computer.

Reviews and comments on land development applications and building permits to determine compliance with Impact Fee Ordinance and Land Development Code.

Determines appropriate land use categories and calculates corresponding impact fees for new construction and renovations.

Provides information and explanation to developers, builders, and the general public regarding impact fees required for commercial and residential construction projects.

Works with permitting and plans review staff to process impact fee payments, refunds, and credits.

Researches and updates Impact Fee program reports for use by various County departments and offices.

Supports long-range planning activities by using geographic information systems (GIS) to gather, manage, and analyze data. Creates routine and specialized maps.

Attends job specific training classes as assigned by supervisor.

Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and appliable federal and Florida law.

High school diploma or equivalent.

Three (3) or more years of experience in permit processing, construction, planning, or zoning. Prior public sector fiscal or financial management experience desired.

Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.

Knowledge, Skills, and Abilities:

Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines.

Accurate, detail-oriented, and organized. 

Able to resolve situations and problems that require interpretation or minor adjustments to working methods.

Good knowledge and understanding of land use applications and building permit processes.

Able to read and interpret basic site plans, construction drawings, and other similar schematics.

Good math skills in order to calculate fees and analyze data.

General knowledge and understanding of County operations and functions.

Good knowledge and understanding of regulatory compliance necessary to successfully perform job duties.

Good knowledge and understanding of computer applications and software programs required to perform job duties.

Good written and verbal communication skills and interpersonal skills in order to interact professionally and effectively with staff, management, developers, the general public, and other stakeholders. 

Able to communicate information that requires explanation or interpretation.

Works under moderate supervision.
