General Information

Work Location: 9000 Town Center Parkway, Lakewood Ranch, Florida, 34202

Work Hours: Monday - Friday, 8:00am - 5:00pm (hours outside of schedule may be necessary at times)

Expected Starting Salary Range: $58,141.44 - $75,583.87

This classification performs professional work in financial analysis and evaluation of budget requests; makes appropriate recommendations for budget preparation and monitoring. Employees in this position perform professional accounting duties and demonstrates analytical and judgment skills necessary to advance to higher level budgetary assignments.

Working Conditions

Indoor/ Office environment; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 75 lbs. with assistance.

Note: This position is required to work a flexible weekly schedule that will include more than 40 hours during budget season.

Job Description

Essential Functions

These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

Reviews, analyzes, and makes recommendations related to budget request of moderately complex departments, agencies, or programs, as assigned.

Assists with the preparation and presentation of the annual operating and capital improvement program budgets.

Prepares budget resolutions and amendments for approval by the Board of County Commissioners. May coordinate submission of budget amendments, and preparation of budget agenda packages.

For mid-level complex departments, serves as fiscal liaison and assists the department in analyzing anticipated revenues, expenditures and other relevant data (including appropriate recommendations) to ensure the development of a balanced budget.

Assists in the evaluation and coordination of improvements to internal systems and procedures used for the budget development process as well as recommending improvements to develop more viable accounting, recording and reporting structures.

Coordinates with County finance to appropriately categorize department budget requests and/or establish new account codes or to help resolve other financial management matters, as needed.

Assists in evaluating, establishing and maintaining fiscal-related performance standards, procedures, objectives and measurements for assigned departments.

Coordinates and prepares presentation materials for the annual County budget and budget documents including the Board of County Commissioners Budget Book.

Performs special analysis and prepares reports on a wide variety of fiscal and management activities.

Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and applicable federal and Florida law.

Minimum Qualifications

Associates degree in business administration, financial management, accounting, or related field.

Minimum of two (2) years fiscal-related experience within the last five (5) years.

Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.

Basic computer experience with applicable software applications, i.e., Word, Excel spreadsheet applications, etc., desired.

Knowledge, Skills, And Abilities:

Knowledge of generally accepted accounting principles pertaining to assigned work and a familiarity with a large chart of accounts.

Knowledge of general budgeting principles and practices including revenue projection and expenditure forecasting.

Knowledge of basic statistical methods and practices.

Knowledge of, and ability to use, personal computer spreadsheet applications and word processing applications.

Ability to perform research and analyze data.

Ability to communicate clearly and effectively both orally and in writing.

Ability to establish and maintain effective working relationships with others.

Ability to advance into higher level of budgetary analytical skills.

Ability to sit at a computer for long periods of time and maintain concentration.

Ability to consistently interact with others in a tactful courteous manner.

Skill in the operation of personal computers and software applications related to area of assignment.
