Reports to the Senior Director & Procurement Counsel. Directly supervises the Procurement Specialist as assigned. Assists the Senior Director & Procurement Counsel in directing, overseeing and performing all purchasing functions, including developing and implementing policies and procedures; negotiating and executing global, high-dollar, complex, best value material and service contracts and developing and implementing strategic procurement initiatives.
Essential Functions
- Assist in the planning, coordination and administration of the operational, financial, administrative and technical operations of the procurement process; negotiate contracts, select suppliers and develop and maintain supplier relationships to achieve targeted savings and service levels.
- Assist in the development and deployment of strategic and operating objectives and initiatives for procurement function; assist in developing, implementing and updating best practice and benchmarking solutions for the procurement area.
- Assist in providing strategic direction for procurement efforts; work with MTC leadership to communicate and implement business goals, targeted savings and service levels for the procurement area.
- Manage procurement resources; maximize facilities’ effective procurement solutions and establish supply lines to support budget and growth plans.
- Serve as an operational and technical resource; communicate and resolve purchasing issues and problems.
- Assist with the development and implementation of procurement policies and procedures in accordance with MTC policies, small business plan, and FAR requirements.
- Identify key commodities; develop, negotiate and execute global, high-dollar, complex, best value material and service contracts.
- Meet all FAR and legal contract requirements.
- Assist with the development, implementation and oversight of all vendor initiatives, including reducing current vendor base, standardizing vendor master list, evaluating vendor qualifications and vendor relations, developing and implementing a vendor compliance and quality performance tracking system to ensure the accuracy, integrity and adherence of all contract prices and terms and conditions.
- Assist with development and implementation of contract tracking system and e-procurement solutions, i.e. Lawson, e-requisitions and approvals, reverse auctions, supplier catalogs, web-based procurements and data imports.
- Assist with the development, implementation and oversight of supplier diversity programs; manage relationships with external contacts for optimal team performance; maintain quality service.
- Develop and distribute key standard and custom expenditure supplier reports.
- Develop and implement training materials and resources; train and direct division and corporate personnel in all purchasing functions, policies and procedures.
- Review and analyze division reports for timeliness, accuracy, and compliance with policies and procedures; perform periodic audits of purchasing data for compliance with corporate policies and procedures.
- Evaluate existing business practices and procedures, and suggest cost effective and efficient alternatives.
- Develop and maintain personal computer applications/spreadsheets to analyze and support the purchasing and financial systems, and assist in the development and enhancement of computer financial applications.

- It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
- Bachelor's degree in supply chain management, accounting, business management or related field and four years procurement or accounting experience required, two of which must be supervisory.
- Certification in procurement field and participation in external procurement associations preferred.
- Must have solid mathematical abilities.
- Proven experience in supply chain management, accounting or business management may be considered in lieu of formal education requirements.
- Experience with federal procurement a plus.
- Must have excellent verbal and written communication skills and a thorough knowledge of computer applications software.
- Must be willing and able to travel.
- Unless waived by management, a valid driver’s license in the state of employment with an acceptable driving record required.
