This position is located at Departmental Offices, within the Office of Strategy, Planning, and Performance Improvement (OSPPI), Office of the Assistant Secretary for Management. OSPPI sets and oversees Treasury-wide implementation of Department policy for strategic planning, measuring, monitoring, and reporting organizational health and performance, program and project management, evidence-building and program evaluation, and enterprise risk management.

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Specialized Experience for the GS-13: You must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as experience:
  • Utilizing strategic and annual planning methods and practices to drive improved organizational performance; AND
  • Developing recommendations and negotiating with senior leadership on setting organizational and program performance measures and targets; AND
  • Communicating technical information to a broad range of audiences, with particular emphasis on writing and data visualization skills that incorporate a variety of software and analysis tools; AND
  • Managing customer and partner relationships with high-level officials at other agencies, Office of Management and Budget, and at agency headquarters-level.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Responsibilities:

As a Program Analyst for Treasury Departmental Offices, you will:
  • Serve as the main point of contact for leaders and budget/performance staff in Treasury Departmental Offices for risk, measures, strategy, and critical programs/projects.
  • Contribute to formulation of an integrated risk management framework with emphasis on analyzing and developing policy, mitigation of risks, determination, measurement and monitoring of risk appetite, and understanding the interrelationships of various types of risk.
  • Lead and coach others on the development of measures that capture the effectiveness of agency programs.
  • Support the Department's quarterly performance and budget reviews conducted by the Deputy Secretary and Performance Improvement Officer and managed by the Director of the Office of Strategic Planning and Performance Improvement.
  • Participate in the design and execution of the strategic planning process, including playing a critical role as a lead and supporting team member in the establishment of agency or program performance goals, identification of success criteria, development of strategies, and the alignment of priorities throughout the organization.
  • Support the designation and oversight of portfolios of critical programs and projects under the Program Management Improvement and Accountability Act (PMIAA) including designating portfolios of critical programs and projects and conducting portfolio reviews of Treasury's critical programs and projects to assess their quality and effectiveness.
