Job Summary
We are seeking a dynamic and experienced hybrid Product Owner and Technical Delivery Lead to take end-to-end ownership of data products and integration services across a multi-domain Customer Technical Products organization. This role spans Customer, Meter, Billing, and Payment Data Services, as well as technical build teams, and demands a rare combination of strategic product thinking and disciplined program execution. Responsibilities
Own and manage cross-product roadmaps and backlog prioritization across all Customer Technical Products domains, including Customer, Meter, Billing, and Payment Data Services
Lead end-to-end delivery across the Plan, Build, and Run lifecycle for data products and integration services
Drive project and program management execution, encompassing scope, schedule, risk, and dependency management alongside cross-team coordination and portfolio alignment
Manage the vendor ecosystem, including evaluation, onboarding, performance management, and delivery accountability across multi-vendor environments
Oversee financial management activities including budgeting, forecasting, cost tracking, and funding alignment across multiple concurrent initiatives
Partner with engineering, architecture, and business stakeholders to ensure data products are scalable, secure, and reusable
Provide portfolio-level reporting and governance updates to senior leadership and key stakeholders
Ensure consistency in delivery execution, governance standards, and best practices across all product teams
Enable integration and reuse of data products across multiple systems and channels
Maintain accountability for cross-team delivery outcomes and overall system performance
Skills
Strong project and program management expertise with a proven ability to deliver complex, cross-team initiatives on time and within budget
Demonstrated experience managing multi-vendor delivery environments with a focus on quality and accountability
Proficiency in financial management disciplines including budgeting, forecasting, and cost control across multiple workstreams
Deep understanding of data platforms, APIs, and integration services
Excellent stakeholder management and communication skills across technical and business audiences
Ability to drive portfolio-level governance and reporting in enterprise environments
Experience with cloud and data engineering platforms such as AWS, data pipelines, and API ecosystems
Familiarity with enterprise portfolio planning models and agile delivery frameworks
Experience
7–10 years of experience in technical product ownership, program management, or IT delivery leadership
Demonstrated experience managing financials across multiple workstreams in a large-scale technology environment
Proven track record supporting multiple product domains simultaneously in a fast-paced, cross-functional setting
Experience operating within enterprise portfolio planning and governance models
Utility industry experience in the Meter-to-Cash domain, including customer, billing, meter, and payment data, is strongly preferred
Qualifications
Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or a related field; advanced degree preferred
PMP, SAFe Product Owner/Product Manager (POPM), or equivalent program or product management certification preferred
Agile or Scrum certification (CSM, CSPO, or equivalent) is a plus
