Job Title: Highway Worker 1 Department Operations

JOB SUMMARY
Performs a variety of manual labor tasks to assist with county highway, bridge and ditch and support other maintenance, repair and construction projects. Operates dump truck to haul stone, dirt, sand, asphalt, mixed grit and other materials to and from worksites and other locations for road, bridge, ditch and other maintenance projects. Operates snowplow to clear county roads of snow and ice for safe passage by the traveling public.
Normally is assigned to a regular work schedule, but will be called out after hours and at irregular intervals to plow snow and ice from county roads, or to respond to other emergency conditions.
The employee follows clearly prescribed work methods and safety practices. Employee often works with a team of other employees in performing maintenance tasks, but at times will work alone when delivering materials between work sites, plowing snow or performing other tasks.
WORK LOCATIONS AND ASSIGNMENTS
Highway Worker 1’s are assigned to work on a highway, bridge, ditch or traffic maintenance crew.
Although the employee typically works on an assigned crew, the Engineer reserves the right to reassign employees as needed based on staffing needs, skills required to complete the job or other project need as determined by the Superintendent, or for the purpose of professional development by offering opportunities to broaden and develop job knowledge and skills in each operational area.
ESSENTIAL DUTIES AND RESPONSIBILITIES
An employee assigned to this job is expected to perform essential duties to job performance standards.

Performs a variety of manual labor tasks to assist in the maintenance and installation of roadways, bridges, drainage ditches, traffic control signs and other operational maintenance responsibilities.
Operates a dump truck to haul materials to and from worksites, and a truck with a snow plow attachment to engage in snow and ice control on Madison County roads.
Performs job responsibilities to performance standards, and in accordance with the Engineer’s Office policy, procedure and protocol.
Uses and operates a variety of hand tools, light construction machinery and forestry implements.
Performs routine maintenance and basic repairs to equipment and vehicles. Inspects vehicles before use and notifies Superintendent of major breakdowns to initiate repairs and ensure safe and proper operation.
Performs job duties in accordance with work safety practices, and promptly notifies Superintendent of unsafe conditions, behaviors and practices.
Courteously interacts and responds to the public, elected officials and co-workers as a representative of the
Engineer’s Office. Responds appropriately to general questions and refers difficult or serious questions or problems to Superintendent.
Prepares and submits work related records.
Exhibits integrity, professionalism and ethical conduct as representative of the Engineer’s Office.
Attends and participates in required trainings on topics relevant to the job so to keep current.
Works assigned schedule, exhibits regular and punctual attendance and works outside of normal schedule as required.
OTHER DUTIES AND RESPONSIBILITIES
Runs errands and performs other duties/tasks as assigned by the Engineer, Superintendent, Highway Worker
4, Deputy Engineer, or Engineering staff.
Performs other duties as assigned.

USUAL PHYSICAL DEMANDS
The following physical demands are typically experienced by employees when performing this job’s
essential duties and responsibilities. These physical demands may provide a basis for the Engineer’s
Office and otherwise qualified employees or job applicants, with an ADA disability, to identify

The employee exhibits manual dexterity when operating vehicles and equipment, or when using tools or operating equipment controls. Reaches, uses hands, handle and feels when performing job duties. The employee sits for extended periods of time when operating equipment, and walks, stands, stoops, kneels, crouches or crawls, sometimes over difficult terrain, when performing manual labor duties. The employee talks and hears. Uses peripheral vision and depth perception, and adjusts focus for close and distance vision to safely operate equipment, with night vision when plowing snow. The employee regularly lifts and moves up to 25 pounds, and occasionally lifts, pushes or pulls up to 50 to 100 pounds.
WORK ENVIRONMENT
The following work environment is representative of the conditions an employee typically encounters
while performing the essential functions of this job.
The employee is regularly exposed to outside weather conditions, and occasionally works indoors when maintaining equipment. The employee occasionally works long hours when operating a snow plow or performing other duties. The employee is frequently exposed to moving mechanical parts and vibration, and is often has exposure to dust, dirt, fumes or airborne particles; road and other toxic or caustic chemicals. The noise level within the work environment is usually loud. Work has inherent risk of injury to self or others but with risks minimized by following required safety practices.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty to job
performance standards. The qualifications listed below are typical to those of employees who are
successful performing this job.
EDUCATION and/or EXPERIENCE: High school diploma or general education degree (GED) plus one year related experience and/or training in the safe and effective operation of dump truck and snow plow and other maintenance equipment required of Highway Worker 1. Capability and interest in developing job knowledge and skills in highway, bridge, ditch or traffic maintenance materials and processes, and equipment operating skills.
A Highway Worker 1 who has earned a Class A CDL is eligible for a pay supplement for possessing a current Class A license. However, a Highway Worker 1 with a Class A CDL does not typically operate a lowboy unless and until the employee earns a promotion to Highway Worker 2.
CERTIFICATES, LICENSES, REGISTRATIONS: Valid State of Ohio Commercial Driver’s License
(CDL) Class B.
CONDITIONAL HIRE REQUIREMENTS: As a condition of initial employment, each newly hired employee is required to successfully pass all conditions of hire. Conditionally hired employees are required to submit to and pass a post-offer drug test, criminal background check, driving record check, and be insurable under the County’s driving insurance eligibility guidelines. Following hire, the employee must
provide documentation required by the Immigration Reform and Control Act to substantiate the employee’s identity and eligibility to work in the United States.
KNOWLEDGE, SKILLS AND ABILITIES
JOB KNOWLEDGE: Entry-level highway, bridge, ditch and traffic maintenance procedures; job safety practices; routine equipment maintenance and basic repair methods.
LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports.
REASONING ABILITY: Ability to understand and carry out instructions furnished in written, oral, or diagram form.
MANUAL LABOR SKILLS: Ability to perform manual labor for extended periods of time, occasionally in heat, humidity, cold and other adverse weather conditions.
EQUIPMENT OPERATION: Skill in safe and effective operation of dump truck, snow plow and other job equipment required of Highway Worker 1’s.
PUBLIC AND EMPLOYEE RELATIONS SKILLS: Ability to develop and maintain effective working relationships with coworkers, Ability to maintain good working relationships with County residents and other members of the general public.
