General Summary
Under direction, assists in all phases of emergency management including the analysis, planning, decision making and assignment of available resources to mitigate, prepare for, respond to and recover from disasters and emergencies. Serves as a liaison between Emergency Management, local school districts, first responders and community partners. Supports school districts in assessing risks and vulnerabilities. Provides oversight of critical infrastructure protection initiatives. Develops and coordinates public safety training and exercise programs.
Essential Functions And Responsibilities
Assists in all phases of emergency management including the analysis, planning, decision making and assignment of available resources to mitigate, prepare for, respond to and recover from disasters and emergencies.
Makes recommendations using best practices and legal requirements to assist with the development of programs that coordinate prevention, response and recovery from incidents of violence and other significant events.
Provides assessment and coordination of emergency plans for County and local school districts.
Coordinates school safety efforts with other Emergency Management initiatives to protect critical infrastructure.
Supervises and provides oversight for staff assigned to school safety and critical infrastructure protection (CIP) initiatives.
Develops and maintains an active Risk and Vulnerability Assessment program for local schools and other critical infrastructure.
Plans and directs public safety training sessions, exercises and other educational activities promoting school safety and violence prevention.
Provides emergency leadership and staff support to professional and business community groups in relation to emergency management and school safety.
Responds to emergency situations on a twenty-four (24) hour basis.
Represents Emergency Management on boards, committees, and workgroups related to school safety and violence prevention.
Updates knowledge through conferences, seminars and in-service training.
Operates an automobile to perform assigned job functions.
Performs related duties as assigned.

Qualifications
Required Education and Experience
- Bachelor’s Degree from an accredited college or university in Emergency Management, Criminal Justice, Education, Public Administration or a related field
- Five (5) years experience in emergency management, law enforcement, critical infrastructure protection or other public safety related field at the state, county or local level
- One (1) year of experience in a supervisory or leadership role
- Experience working in a school setting and/or supporting school safety initiatives
- Professional Emergency Manager (PEM) designation through the Michigan State Police/Emergency Management Homeland Security Division within two years of hire
- Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
- Professional Emergency Manager (PEM) designation through the Michigan State Police/Emergency Management Homeland Security Division at time of hire
