Water Resources Practice Lead - Virginia Beach, VA
Position Overview
We're looking for a senior-level leader to take ownership of and grow a Water Resources practice in the Virginia Beach area. This is a high-impact role focused on expanding presence across Hampton Roads, building a strong team, and delivering resilient, forward-thinking solutions to public and private sector clients.

You'll be stepping into a strong growth environment, with a targeted ~10% year-on-year expansion, driven by recent project wins, secured contracts, and a healthy pipeline of strategic pursuits. Typical projects range from $250K through to $10M , spanning transportation, municipal, and stormwater infrastructure initiatives.
This role offers a hybrid working schedule and a starting salary of $150K , with flexibility depending on experience and business development capability.

Growth, Strategy & Client Engagement
- Drive expansion across the Hampton Roads region through business development and relationship building
- Act as a visible presence in the market through client meetings, industry events, and professional organisations
- Lead pursuits, proposals, and interviews, helping to secure new work
- Strengthen relationships with municipalities, state agencies, and transportation clients
- Recruit, mentor, and develop a high-performing team of water resources professionals
- Provide ongoing coaching, feedback, and career development support
- Foster a collaborative, accountable, and growth-oriented team culture
- Oversee and contribute to the design of stormwater, drainage, and erosion & sediment control systems
- Ensure high-quality delivery aligned with internal QA/QC processes
- Lead water resources analysis and modelling across transportation and municipal projects
- Guide teams through regulatory frameworks, including Virginia stormwater criteria, MS4 requirements, and TMDLs
- Manage group performance including budgets, utilisation, and profitability
- Align staffing with workload to ensure efficient project delivery
- Support broader office growth through strategic input and leadership
- Bachelor's degree in Civil Engineering (or related discipline) from an ABET-accredited program
- 15 years of experience within water resources engineering
- Professional Engineer (PE) license
- Proven experience in project delivery, team leadership, and business development
- Expertise in Virginia stormwater regulations, MS4 programs, and TMDL implementation
- Experience in drainage design, stormwater management, and erosion & sediment control
- Background in transportation-related water resources projects
- Proficiency with tools such as HEC-RAS, SWMM, MicroStation, AutoCAD, or ORD
- Established relationships across Hampton Roads municipalities and state agencies (VDOT, VDEQ, VDCR)
